<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idaad1b7ac-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141"><num value="3141">§ 3141.</num><heading> Grants for public works and economic development</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaad1b7ad-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I11" class="indent0">On the application of an eligible recipient, the Secretary may make grants for—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idaad1b7ae-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/a/1"><num value="1">(1)</num><content> acquisition or development of land and improvements for use for a public works, public service, or development facility; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaad1b7af-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/a/2"><num value="2">(2)</num><content> acquisition, design and engineering, construction, rehabilitation, alteration, expansion, or improvement of such a facility, including related machinery and equipment.</content>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaad1b7b0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/b"><num value="b" class="bold">(b)</num><heading class="bold"> Criteria for grant</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary may make a grant under this section only if the Secretary determines that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idaad1b7b1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/b/1"><num value="1">(1)</num><chapeau> the project for which the grant is applied for will, directly or indirectly—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idaad1b7b2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/b/1/A"><num value="A">(A)</num><content> improve the opportunities, in the area where the project is or will be located, for the successful establishment or expansion of industrial or commercial plants or facilities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaad1b7b3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/b/1/B"><num value="B">(B)</num><content> assist in the creation of additional long-term employment opportunities in the area; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaad1b7b4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/b/1/C"><num value="C">(C)</num><content> primarily benefit the long-term unemployed and members of low-income families;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaad1b7b5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/b/2"><num value="2">(2)</num><content> the project for which the grant is applied for will fulfill a pressing need of the area, or a part of the area, in which the project is or will be located; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaad1b7b6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/b/3"><num value="3">(3)</num><content> the area for which the project is to be carried out has a comprehensive economic development strategy and the project is consistent with the strategy.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaad1b7b7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3141/c"><num value="c" class="bold">(c)</num><heading class="bold"> Maximum assistance for each State</heading><content><p style="-uslm-lc:I11" class="indent0">Not more than 15 percent of the amounts made available to carry out this section may be expended in any 1 State.</p>
