<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idaad38c6b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162"><num value="3162">§ 3162.</num><heading> Comprehensive economic development strategies</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaad38c6c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary may provide assistance under section 3141 or 3149 of this title (except for planning assistance under <ref href="/us/usc/t42/s3149">section 3149 of this title</ref>) to an eligible recipient for a project only if the eligible recipient submits to the Secretary, as part of an application for the assistance—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idaad38c6d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/a/1"><num value="1">(1)</num><content> an identification of the economic development problems to be addressed using the assistance;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaad38c6e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/a/2"><num value="2">(2)</num><content> an identification of the past, present, and projected future economic development investments in the area receiving the assistance and public and private participants and sources of funding for the investments; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="idaad38c6f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/a/3"><num value="3">(3)</num><subparagraph style="-uslm-lc:I12" class="indent1" id="idaad38c70-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/a/3/A"><num value="A">(A)</num><content> a comprehensive economic development strategy for addressing the economic problems identified under paragraph (1) in a manner that promotes economic development and opportunity, fosters effective transportation access, maximizes effective development and use of the workforce consistent with any applicable State or local workforce investment strategy, promotes the use of technology in economic development (including access to high-speed telecommunications), enhances and protects the environment, and balances resources through sound management of development; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="idaad38c71-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/a/3/B"><num value="B">(B)</num><content> a description of how the strategy will solve the problems.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaad38c72-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/b"><num value="b" class="bold">(b)</num><heading class="bold"> Approval of comprehensive economic development strategy</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall approve a comprehensive economic development strategy that meets the requirements of subsection (a) to the satisfaction of the Secretary.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaad38c73-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/c"><num value="c" class="bold">(c)</num><heading class="bold"> Approval of other plan</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaad38c74-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may accept as a comprehensive economic development strategy a satisfactory plan developed under another federally supported program.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaad38c75-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s3162/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Existing strategy</heading><content><p style="-uslm-lc:I12" class="indent1">To the maximum extent practicable, a plan submitted under this paragraph shall be consistent and coordinated with any existing comprehensive economic development strategy for the area.</p>
