Owners of existing structures located within said Floodway on <date date=\"1986-10-08\">October 8, 1986</date>, who have not acquired National Flood Insurance Act policies shall have the right to acquire policies with respect to such structures for six months after the Secretary of the Interior files the Floodway maps required by section 1600c(b)(2) <ref class=\"footnoteRef\" idref=\"fn003270\">1</ref><note type=\"footnote\" id=\"fn003270\"><num>1</num> See References in Text note below.</note> of title 43 and to renew and transfer such policies.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaaf93ccf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4029/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> New coverage for new construction or substantial improvements</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">No new flood insurance coverage may be provided under this chapter on or after a date six months after <date date=\"1986-10-08\">October 8, 1986</date>, for any new construction or substantial improvements of structures located within the Colorado River Floodway established by <ref href=\"/us/usc/t43/s1600c\">section 1600c of title 43</ref>. New construction includes all structures that are not insurable prior to that date.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaaf93cd0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4029/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Establishment of temporary boundaries</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary of the Interior may by rule after notice and comment pursuant to <ref href=\"/us/usc/t5/s553\">section 553 of title 5</ref> establish temporary Floodway boundaries to be in effect until the maps required by section 1600c(b)(2) <sup>1</sup> of title 43 are filed, for the purpose of enforcing subsections (b) and (d) of this section.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaaf93cd1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4029/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Loans by federally supervised, approved, regulated, or insured financial institutions</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">A regulated lending institution or Federal agency lender may make loans secured by structures which are not eligible for flood insurance by reason of this section: <i>Provided</i>, That prior to making such a loan, such institution determines that the loans or structures securing the loan are within the Floodway.</p>\n</content>\n</subsection>\n<sourceCredit id=\"idaaf93cd2-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/90/448/tXIII/s1322\">Pub.
