<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idaaf963f3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033"><num value="4033">§ 4033.</num><heading> Designation of Flood Insurance Advocate</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaaf963f4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">The Administrator shall designate a Flood Insurance Advocate to advocate for the fair treatment of policy holders under the National Flood Insurance Program and property owners in the mapping of flood hazards, the identification of risks from flood, and the implementation of measures to minimize the risk of flood.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaaf963f5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b"><num value="b" class="bold">(b)</num><heading class="bold"> Duties and responsibilities</heading><chapeau style="-uslm-lc:I11" class="indent0">The duties and responsibilities of the Flood Insurance Advocate designated under subsection (a) shall be to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idaaf98b06-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/1"><num value="1">(1)</num><chapeau> educate property owners and policyholders under the National Flood Insurance Program on—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idaaf98b07-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/1/A"><num value="A">(A)</num><content> individual flood risks;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaaf98b08-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/1/B"><num value="B">(B)</num><content> flood mitigation;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaaf98b09-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/1/C"><num value="C">(C)</num><content> measures to reduce flood insurance rates through effective mitigation;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaaf98b0a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/1/D"><num value="D">(D)</num><content> the flood insurance rate map review and amendment process; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaaf98b0b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/1/E"><num value="E">(E)</num><content> any changes in the flood insurance program as a result of any newly enacted laws (including this Act);</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaaf98b0c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/2"><num value="2">(2)</num><content> assist policy holders under the National Flood Insurance Program and property owners to understand the procedural requirements related to appealing preliminary flood insurance rate maps and implementing measures to mitigate evolving flood risks;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaaf98b0d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/3"><num value="3">(3)</num><content> assist in the development of regional capacity to respond to individual constituent concerns about flood insurance rate map amendments and revisions;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaaf98b0e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/4"><num value="4">(4)</num><content> coordinate outreach and education with local officials and community leaders in areas impacted by proposed flood insurance rate map amendments and revisions; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaaf98b0f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s4033/b/5"><num value="5">(5)</num><content> aid potential policy holders under the National Flood Insurance Program in obtaining and verifying accurate and reliable flood insurance rate information when purchasing or renewing a flood insurance policy.</content>
