F, title II, § 100215, July 6, 2012, 126 Stat. 924.)","seq_in_title":3974,"parent_identifier":"/us/usc/t42/ch50/schIII","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch50","level":"chapter","num":"CHAPTER 50—","heading":"NATIONAL FLOOD INSURANCE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch50/schIII","level":"subchapter","num":"SUBCHAPTER III—","heading":"COORDINATION OF FLOOD INSURANCE WITH LAND-MANAGEMENT PROGRAMS IN FLOOD-PRONE AREAS","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idaafd0d79-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a\"><num value=\"4101a\">§ 4101a.</num><heading> Technical Mapping Advisory Council</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd0d7a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Establishment</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">There is established a council to be known as the Technical Mapping Advisory Council (in this section referred to as the “Council”).</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd0d7b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Membership</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaafd0d7c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The Council shall consist of—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d7d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/A\"><num value=\"A\">(A)</num><content> the Administrator (or the designee thereof);</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d7e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/B\"><num value=\"B\">(B)</num><content> the Secretary of the Interior (or the designee thereof);</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d7f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/C\"><num value=\"C\">(C)</num><content> the Secretary of Agriculture (or the designee thereof);</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d80-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/D\"><num value=\"D\">(D)</num><content> the Under Secretary of Commerce for Oceans and Atmosphere (or the designee thereof); and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d81-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E\"><num value=\"E\">(E)</num><chapeau> 16 additional members appointed by the Administrator or the designee of the Administrator, who shall be—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d82-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/i\"><num value=\"i\">(i)</num><content> a member of a recognized professional surveying association or organization;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d83-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/ii\"><num value=\"ii\">(ii)</num><content> a member of a recognized professional mapping association or organization;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d84-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/iii\"><num value=\"iii\">(iii)</num><content> a member of a recognized professional engineering association or organization;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d85-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/iv\"><num value=\"iv\">(iv)</num><content> a member of a recognized professional association or organization representing flood hazard determination firms;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d86-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/v\"><num value=\"v\">(v)</num><content> a representative of the United States Geological Survey;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d87-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/vi\"><num value=\"vi\">(vi)</num><content> a representative of a recognized professional association or organization representing State geographic information;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d88-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/vii\"><num value=\"vii\">(vii)</num><content> a representative of State national flood insurance coordination offices;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d89-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/viii\"><num value=\"viii\">(viii)</num><content> a representative of the Corps of Engineers;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d8a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/ix\"><num value=\"ix\">(ix)</num><content> a member of a recognized regional flood and storm water management organization;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d8b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/x\"><num value=\"x\">(x)</num><content> 2 representatives of different State government agencies that have entered into cooperating technical partnerships with the Administrator and have demonstrated the capability to produce flood insurance rate maps;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d8c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/xi\"><num value=\"xi\">(xi)</num><content> 2 representatives of different local government agencies that have entered into cooperating technical partnerships with the Administrator and have demonstrated the capability to produce flood insurance maps;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d8d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/xii\"><num value=\"xii\">(xii)</num><content> a member of a recognized floodplain management association or organization;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d8e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/xiii\"><num value=\"xiii\">(xiii)</num><content> a member of a recognized risk management association or organization; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd0d8f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/1/E/xiv\"><num value=\"xiv\">(xiv)</num><content> a State mitigation officer.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaafd0d90-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Qualifications</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Members of the Council shall be appointed based on their demonstrated knowledge and competence regarding surveying, cartography, remote sensing, geographic information systems, or the technical aspects of preparing and using flood insurance rate maps. In appointing members under paragraph (1)(E), the Administrator shall, to the maximum extent practicable, ensure that the membership of the Council has a balance of Federal, State, local, tribal, and private members, and includes geographic diversity, including representation from areas with coastline on the Gulf of Mexico and other States containing areas identified by the Administrator as at high risk for flooding or as areas having special flood hazards.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd0d91-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Duties</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Council shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd0d92-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/1\"><num value=\"1\">(1)</num><chapeau> recommend to the Administrator how to improve in a cost-effective manner the—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d93-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/1/A\"><num value=\"A\">(A)</num><content> accuracy, general quality, ease of use, and distribution and dissemination of flood insurance rate maps and risk data; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d94-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/1/B\"><num value=\"B\">(B)</num><content> performance metrics and milestones required to effectively and efficiently map flood risk areas in the United States;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd0d95-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/2\"><num value=\"2\">(2)</num><chapeau> recommend to the Administrator mapping standards and guidelines for—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d96-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/2/A\"><num value=\"A\">(A)</num><content> flood insurance rate maps; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd0d97-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/2/B\"><num value=\"B\">(B)</num><content> data accuracy, data quality, data currency, and data eligibility;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd0d98-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/3\"><num value=\"3\">(3)</num><content> recommend to the Administrator how to maintain, on an ongoing basis, flood insurance rate maps and flood risk identification;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd0d99-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/4\"><num value=\"4\">(4)</num><content> recommend procedures for delegating mapping activities to State and local mapping partners;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd0d9a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/5\"><num value=\"5\">(5)</num><chapeau> recommend to the Administrator and other Federal agencies participating in the Council—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd34ab-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/5/A\"><num value=\"A\">(A)</num><content> methods for improving interagency and intergovernmental coordination on flood mapping and flood risk determination; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd34ac-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/5/B\"><num value=\"B\">(B)</num><content> a funding strategy to leverage and coordinate budgets and expenditures across Federal agencies; and</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd34ad-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/6\"><num value=\"6\">(6)</num><chapeau> submit an annual report to the Administrator that contains—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd34ae-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/6/A\"><num value=\"A\">(A)</num><content> a description of the activities of the Council;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd34af-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/6/B\"><num value=\"B\">(B)</num><content> an evaluation of the status and performance of flood insurance rate maps and mapping activities to revise and update flood insurance rate maps, as required under <ref href=\"/us/usc/t42/s4101b\">section 4101b of this title</ref>; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd34b0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/c/6/C\"><num value=\"C\">(C)</num><content> a summary of recommendations made by the Council to the Administrator.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34b1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Future conditions risk assessment and modeling report</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaafd34b2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The Council shall consult with scientists and technical experts, other Federal agencies, States, and local communities to—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd34b3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/1/A\"><num value=\"A\">(A)</num><chapeau> develop recommendations on how to—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd34b4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/1/A/i\"><num value=\"i\">(i)</num><content> ensure that flood insurance rate maps incorporate the best available climate science to assess flood risks; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaafd34b5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/1/A/ii\"><num value=\"ii\">(ii)</num><chapeau> ensure that the Federal Emergency Management Agency uses the best available methodology to consider the impact of—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"idaafd34b6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/1/A/ii/I\"><num value=\"I\">(I)</num><content> the rise in the sea level; and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"idaafd34b7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/1/A/ii/II\"><num value=\"II\">(II)</num><content> future development on flood risk; and</content>\n</subclause>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaafd34b8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/1/B\"><num value=\"B\">(B)</num><content> not later than 1 year after <date date=\"2012-07-06\">July 6, 2012</date>, prepare written recommendations in a future conditions risk assessment and modeling report and to submit such recommendations to the Administrator.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaafd34b9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/d/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Responsibility of the Administrator</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Administrator, as part of the ongoing program to review and update National Flood Insurance Program rate maps under <ref href=\"/us/usc/t42/s4101b\">section 4101b of this title</ref>, shall incorporate any future risk assessment submitted under paragraph (1)(B) in any such revision or update.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34ba-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Chairperson</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The members of the Council shall elect 1 member to serve as the chairperson of the Council (in this section referred to as the “Chairperson”).</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34bb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Coordination</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">To ensure that the Council’s recommendations are consistent, to the maximum extent practicable, with national digital spatial data collection and management standards, the Chairperson shall consult with the Chairperson of the Federal Geographic Data Committee (established pursuant to Office of Management and Budget Circular A–16).</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34bc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/g\"><num value=\"g\" class=\"bold\">(g)</num><heading class=\"bold\"> Compensation</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Members of the Council shall receive no additional compensation by reason of their service on the Council.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34bd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/h\"><num value=\"h\" class=\"bold\">(h)</num><heading class=\"bold\"> Meetings and actions</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaafd34be-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/h/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Council shall meet not less frequently than twice each year at the request of the Chairperson or a majority of its members, and may take action by a vote of the majority of the members.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaafd34bf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/h/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Initial meeting</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Administrator, or a person designated by the Administrator, shall request and coordinate the initial meeting of the Council.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34c0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/i\"><num value=\"i\" class=\"bold\">(i)</num><heading class=\"bold\"> Officers</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Chairperson may appoint officers to assist in carrying out the duties of the Council under subsection (c).</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34c1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/j\"><num the Chairperson, the Administrator may detail, on a nonreimbursable basis, personnel of the Federal Emergency Management Agency to assist the Council in carrying out its duties.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaafd34c3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/j/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Staff of other Federal agencies</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Upon request of the Chairperson, any other Federal agency that is a member of the Council may detail, on a nonreimbursable basis, personnel to assist the Council in carrying out its duties.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34c4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/k\"><num value=\"k\" class=\"bold\">(k)</num><heading class=\"bold\"> Powers</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">In carrying out this section, the Council may hold hearings, receive evidence and assistance, provide information, and conduct research, as it considers appropriate.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaafd34c5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/l\"><num value=\"l\" class=\"bold\">(l)</num><heading class=\"bold\"> Report to Congress</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Administrator, on an annual basis, shall report to the Committee on Banking, Housing, and Urban Affairs of the Senate, the Committee on Financial Services of the House of Representatives, and the Office of Management and Budget on the—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd5ad6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/l/1\"><num value=\"1\">(1)</num><content> recommendations made by the Council;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd5ad7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/l/2\"><num value=\"2\">(2)</num><content> actions taken by the Federal Emergency Management Agency to address such recommendations to improve flood insurance rate maps and flood risk data; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaafd5ad8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s4101a/l/3\"><num value=\"3\">(3)</num><content> any recommendations made by the Council that have been deferred or not acted
