L. 104–66, title I, § 1121(f)</ref>, <date date=\"1995-12-21\">Dec. 21, 1995</date>, <ref href=\"/us/stat/109/724\">109 Stat. 724</ref>.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id8d9842b9-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s4604/b/3\"><num value=\"3\">(3)</num><content> Before making a determination regarding any State law under subsection (a) of this section, the head of the lead agency shall provide interested parties with an opportunity for public review and comment. In particular, the head of the lead agency shall consult with interested local general purpose governments within the State on the effects of such State law on the ability of local governments to carry out their responsibilities under this chapter.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8d9869ca-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s4604/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Effect of noncompliance with certification or with applicable law</heading><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id8d9869cb-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s4604/c/1\"><num value=\"1\">(1)</num><content> The head of a Federal agency may withhold his approval of any Federal financial assistance to or contract or cooperative agreement with any displacing agency found by the Federal agency to have failed to comply with the laws described in subsection (a) of this section.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id8d9869cc-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s4604/c/2\"><num value=\"2\">(2)</num><content> After consultation with the head of the lead agency, the head of a Federal agency may rescind his acceptance of any certification under this section, in whole or in part, if the State agency fails to comply with such certification or with State law.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id8d9869cd-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/91/646/tI/s103\">Pub.
