L. 100–707, title I, § 103(a), Nov. 23, 1988, 102 Stat. 4689.)","seq_in_title":4340,"parent_identifier":"/us/usc/t42/ch68/schI","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch68","level":"chapter","num":"CHAPTER 68—","heading":"DISASTER RELIEF","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch68/schI","level":"subchapter","num":"SUBCHAPTER I—","heading":"FINDINGS, DECLARATIONS, AND DEFINITIONS","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idab765b54-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121\"><num value=\"5121\">§ 5121.</num><heading> Congressional findings and declarations</heading><subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idab765b55-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/a\"><num value=\"a\">(a)</num><chapeau> The Congress hereby finds and declares that—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b56-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/a/1\"><num value=\"1\">(1)</num><content> because disasters often cause loss of life, human suffering, loss of income, and property loss and damage; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b57-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/a/2\"><num value=\"2\">(2)</num><content> because disasters often disrupt the normal functioning of governments and communities, and adversely affect individuals and families with great severity;</content>\n</paragraph>\n\n<continuation style=\"-uslm-lc:I10\" class=\"indent0 firstIndent0\">special measures, designed to assist the efforts of the affected States in expediting the rendering of aid, assistance, and emergency services, and the reconstruction and rehabilitation of devastated areas, are necessary.</continuation>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idab765b58-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/b\"><num value=\"b\">(b)</num><chapeau> It is the intent of the Congress, by this chapter, to provide an orderly and continuing means of assistance by the Federal Government to State and local governments in carrying out their responsibilities to alleviate the suffering and damage which result from such disasters by—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b59-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/b/1\"><num value=\"1\">(1)</num><content> revising and broadening the scope of existing disaster relief programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b5a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/b/2\"><num value=\"2\">(2)</num><content> encouraging the development of comprehensive disaster preparedness and assistance plans, programs, capabilities, and organizations by the States and by local governments;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b5b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/b/3\"><num value=\"3\">(3)</num><content> achieving greater coordination and responsiveness of disaster preparedness and relief programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b5c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/b/4\"><num value=\"4\">(4)</num><content> encouraging individuals, States, and local governments to protect themselves by obtaining insurance coverage to supplement or replace governmental assistance;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b5d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/b/5\"><num value=\"5\">(5)</num><content> encouraging hazard mitigation measures to reduce losses from disasters, including development of land use and construction regulations; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab765b5e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5121/b/6\"><num value=\"6\">(6)</num><content> providing Federal assistance programs for both public and private losses sustained in disasters <ref class=\"footnoteRef\" idref=\"fn003326\">1</ref><note type=\"footnote\" id=\"fn003326\"><num>1</num> So in original.
