L. 111–351, § 3(c)(2), Jan. 4, 2011, 124 Stat. 3864.)","seq_in_title":4376,"parent_identifier":"/us/usc/t42/ch68/schIII","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch68","level":"chapter","num":"CHAPTER 68—","heading":"DISASTER RELIEF","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch68/schIII","level":"subchapter","num":"SUBCHAPTER III—","heading":"MAJOR DISASTER AND EMERGENCY ASSISTANCE ADMINISTRATION","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idab7cebe9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5165d\"><num value=\"5165d\">§ 5165d.</num><heading> Designation of Small State and Rural Advocate</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idab7d12fa-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5165d/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The President shall designate in the Federal Emergency Management Agency a Small State and Rural Advocate.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idab7d12fb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5165d/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Responsibilities</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Small State and Rural Advocate shall be an advocate for the fair treatment of small States and rural communities in the provision of assistance under this chapter.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idab7d12fc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5165d/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Duties</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Small State and Rural Advocate shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab7d12fd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5165d/c/1\"><num value=\"1\">(1)</num><content> participate in the disaster declaration process under <ref href=\"/us/usc/t42/s5170\">section 5170 of this title</ref> and the emergency declaration process under <ref href=\"/us/usc/t42/s5191\">section 5191 of this title</ref>, to ensure that the needs of rural communities are being addressed;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab7d12fe-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5165d/c/2\"><num value=\"2\">(2)</num><content> assist small population States in the preparation of requests for major disaster or emergency declarations; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idab7d12ff-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5165d/c/3\"><num value=\"3\">(3)</num><content> conduct such other activities as the Administrator of the Federal Emergency Management Agency considers appropriate.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idab7d1300-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/93/288/tIII/s326\">Pub.
