<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idabaf460e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s5423"><num value="5423">§ 5423.</num><heading> Grants to States</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabaf460f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s5423/a"><num value="a" class="bold">(a)</num><heading class="bold"> Purposes</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary is authorized to make grants to the States which have designated a State agency under <ref href="/us/usc/t42/s5422">section 5422 of this title</ref> to assist them—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idabaf4610-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s5423/a/1"><num value="1">(1)</num><content> in identifying their needs and responsibilities in the area of manufactured home construction and safety standards; or</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="idabaf4611-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s5423/a/2"><num value="2">(2)</num><content> in developing State plans under <ref href="/us/usc/t42/s5422">section 5422 of this title</ref>.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabaf4612-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s5423/b"><num value="b" class="bold">(b)</num><heading class="bold"> Designation by Governor of State agency for receipt of grant</heading><content><p style="-uslm-lc:I11" class="indent0">The Governor of each State shall designate the appropriate State agency for receipt of any grant made by the Secretary under this section.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabaf4613-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s5423/c"><num value="c" class="bold">(c)</num><heading class="bold"> Submission of application by State agency to Secretary; review by Secretary</heading><content><p style="-uslm-lc:I11" class="indent0">Any State agency designated by the Governor of a State desiring a grant under this section shall submit an application therefor to the Secretary. The Secretary shall review and either accept or reject such application.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabaf6d24-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s5423/d"><num value="d" class="bold">(d)</num><heading class="bold"> Amount of Federal share; equality of distribution of funds</heading><content><p style="-uslm-lc:I11" class="indent0">The Federal share for each State grant under subsection (a) of this section may not exceed 90 per centum of the total cost to the State in identifying its needs and developing its plan. In the event the Federal share for all States under such subsection is not the same, the differences among the States shall be established on the basis of objective criteria.</p>
