L. 93–473, § 6, Oct. 26, 1974, 88 Stat. 1433.)","seq_in_title":4523,"parent_identifier":"/us/usc/t42/ch71/schII","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch71","level":"chapter","num":"CHAPTER 71—","heading":"SOLAR ENERGY","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch71/schII","level":"subchapter","num":"SUBCHAPTER II—","heading":"RESEARCH, DEVELOPMENT, AND DEMONSTRATION","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idabb22c54-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555\"><num value=\"5555\">§ 5555.</num><heading> Research and development program</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabb22c55-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Purpose</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Chairman shall initiate a research and development program for the purpose of resolving the major technical problems inhibiting commercial utilization of solar energy in the United States.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabb22c56-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Implementation</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In connection with or as a part of such program, the Chairman shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c57-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/b/1\"><num value=\"1\">(1)</num><content> conduct, encourage, and promote scientific research and studies to develop effective and economical processes and equipment for the purpose of utilizing solar energy in an acceptable manner for beneficial uses;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c58-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/b/2\"><num value=\"2\">(2)</num><content> carry out systems, economic, social, and environmental studies to provide a basis for research, development and demonstration planning and phasing; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c59-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/b/3\"><num value=\"3\">(3)</num><content> perform or cause to be performed technology assessments relevant to the utilization of solar energy.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabb22c5a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Scope</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The specific solar energy technologies to be addressed or dealt with in the program shall include—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c5b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c/1\"><num value=\"1\">(1)</num><content> direct solar heat as a source for industrial processes, including the utilization of low-level heat for process and other industrial purposes;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c5c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c/2\"><num value=\"2\">(2)</num><content> thermal energy conversion, and other methods, for the generation of electricity and the production of chemical fuels;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c5d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c/3\"><num value=\"3\">(3)</num><content> the conversion of cellulose and other organic materials (including wastes) to useful energy or fuels;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c5e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c/4\"><num value=\"4\">(4)</num><content> photovoltaic and other direct conversion processes;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c5f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c/5\"><num value=\"5\">(5)</num><content> sea thermal gradient conversion;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c60-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c/6\"><num value=\"6\">(6)</num><content> windpower conversion;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabb22c61-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s5555/c/7\"><num value=\"7\">(7)</num><content> solar heating and cooling of housing and of commercial and public buildings;
