M, title I, § 102(c)(1), May 5, 2017, 131 Stat. 801.)","seq_in_title":1558,"parent_identifier":"/us/usc/t42/ch7/schIV/ptA","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch7","level":"chapter","num":"CHAPTER 7—","heading":"SOCIAL SECURITY","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch7/schIV","level":"subchapter","num":"SUBCHAPTER IV—","heading":"GRANTS TO STATES FOR AID AND SERVICES TO NEEDY FAMILIES WITH CHILDREN AND FOR CHILD-WELFARE SERVICES","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch7/schIV/ptA","level":"part","num":"Part A—","heading":"Block Grants to States for Temporary Assistance for Needy Families","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"ida6ac29c7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613\"><num value=\"613\">§ 613.</num><heading> Evaluation of temporary assistance for needy families and related programs</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac29c8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Evaluation of the impacts of TANF</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall conduct research on the effect of State programs funded under this part and any other State program funded with qualified State expenditures (as defined in <ref href=\"/us/usc/t42/s609/a/7/B/i\">section 609(a)(7)(B)(i) of this title</ref>) on employment, self-sufficiency, child well-being, unmarried births, marriage, poverty, economic mobility, and other factors as determined by the Secretary.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac29c9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Evaluation of grants to improve child well-being by promoting healthy marriage and responsible fatherhood</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall conduct research to determine the effects of the grants made under <ref href=\"/us/usc/t42/s603/a/2\">section 603(a)(2) of this title</ref> on child well-being, marriage, family stability, economic mobility, poverty, and other factors as determined by the Secretary.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac29ca-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Dissemination of information</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall, in consultation with States receiving funds provided under this part, develop methods of disseminating information on any research, evaluation, or study conducted under this section, including facilitating the sharing of information and best practices among States and localities.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac29cb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> State-initiated evaluations</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">A State shall be eligible to receive funding to evaluate the State program funded under this part or any other State program funded with qualified State expenditures (as defined in <ref href=\"/us/usc/t42/s609/a/7/B/i\">section 609(a)(7)(B)(i) of this title</ref>) if—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac29cc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/d/1\"><num value=\"1\">(1)</num><content> the State submits to the Secretary a description of the proposed evaluation;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac29cd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/d/2\"><num value=\"2\">(2)</num><content> the Secretary determines that the design and approach of the proposed evaluation is rigorous and is likely to yield information that is credible and will be useful to other States; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac29ce-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/d/3\"><num value=\"3\">(3)</num><content> unless waived by the Secretary, the State contributes to the cost of the evaluation, from non-Federal sources, an amount equal to at least 25 percent of the cost of the proposed evaluation.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac29cf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Census Bureau research</heading><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"ida6ac29d0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e/1\"><num value=\"1\">(1)</num><content> The Bureau of the Census shall implement or enhance household surveys of program participation, in consultation with the Secretary and the Bureau of Labor Statistics and made available to interested parties, to allow for the assessment of the outcomes of continued welfare reform on the economic and child well-being of low-income families with children, including those who received assistance or services from a State program funded under this part or any other State program funded with qualified State expenditures (as defined in <ref href=\"/us/usc/t42/s609/a/7/B/i\">section 609(a)(7)(B)(i) of this title</ref>). The content of the surveys should include such information as may be necessary to examine the issues of unmarried childbearing, marriage, welfare dependency and compliance with work requirements, the beginning and ending of spells of assistance, work, earnings and employment stability, and the well-being of children.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"ida6ac50e1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e/2\"><num value=\"2\">(2)</num><chapeau> To carry out the activities specified in paragraph (1), the Bureau of the Census, the Secretary, and the Bureau of Labor Statistics shall consider ways to improve the surveys and data derived from the surveys to—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac50e2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e/2/A\"><num value=\"A\">(A)</num><content> address under reporting of the receipt of means-tested benefits and tax benefits for low-income individuals and families;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac50e3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e/2/B\"><num value=\"B\">(B)</num><content> increase understanding of poverty spells and long-term poverty, including by facilitating the matching of information to better understand intergenerational poverty;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac50e4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e/2/C\"><num value=\"C\">(C)</num><content> generate a better geographical understanding of poverty such as through State-based estimates and measures of neighborhood poverty;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac50e5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e/2/D\"><num value=\"D\">(D)</num><content> increase understanding of the effects of means-tested benefits and tax benefits on the earnings and incomes of low-income families; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6ac50e6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/e/2/E\"><num value=\"E\">(E)</num><content> improve how poverty and economic well-being are measured, including through the use of consumption measures, material deprivation measures, social exclusion measures, and economic and social mobility measures.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac50e7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Research and evaluation conducted under this section</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Research and evaluation conducted under this section designed to determine the effects of a program or policy (other than research conducted under subsection (e)) shall use experimental designs using random assignment or other reliable, evidence-based research methodologies that allow for the strongest possible causal inferences when random assignment is not feasible.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac50e8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g\"><num value=\"g\" class=\"bold\">(g)</num><heading class=\"bold\"> Development of What Works Clearinghouse of Proven and Promising Approaches <ref class=\"footnoteRef\" idref=\"fn002574\">1</ref><note type=\"footnote\" id=\"fn002574\"><num>1</num> So in original. The word “Projects” is used in text.</note> to Move Welfare Recipients into Work</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6ac50e9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Secretary, in consultation with the Secretary of Labor, shall develop a database (which shall be referred to as the “What Works Clearinghouse of Proven and Promising Projects to Move Welfare Recipients into Work”) of the projects that used a proven approach or a promising approach in moving welfare recipients into work, based on independent, rigorous evaluations of the projects. The database shall include a separate listing of projects that used a developmental approach in delivering services and a further separate listing of the projects with no or negative effects. The Secretary shall add to the What Works Clearinghouse of Proven and Promising Projects to Move Welfare Recipients into Work data about the projects that, based on an independent, well-conducted experimental evaluation of a program or project, using random assignment or other research methodologies that allow for the strongest possible causal inferences, have shown they are proven, promising, developmental, or ineffective approaches.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6ac50ea-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Criteria for evidence of effectiveness of approach</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The Secretary, in consultation with the Secretary of Labor and organizations with experience in evaluating research on the effectiveness of various approaches in delivering services to move welfare recipients into work, shall—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6ac50eb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/2/A\"><num value=\"A\">(A)</num><content> establish criteria for evidence of effectiveness; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6ac50ec-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/2/B\"><num value=\"B\">(B)</num><chapeau> ensure that the process for establishing the criteria—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6ac50ed-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/2/B/i\"><num value=\"i\">(i)</num><content> is transparent;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6ac50ee-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/2/B/ii\"><num value=\"ii\">(ii)</num><content> is consistent across agencies;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6ac50ef-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/2/B/iii\"><num value=\"iii\">(iii)</num><content> provides opportunity for public comment; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6ac50f0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/g/2/B/iv\"><num value=\"iv\">(iv)</num><content> takes into account efforts of Federal agencies to identify and publicize effective interventions, including efforts at the Department of Health and Human Services, the Department of Education, and the Department of Justice.</content>\n</clause>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6ac7801-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/h\"><num value=\"h\" class=\"bold\">(h)</num><heading class=\"bold\"> Appropriation</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6ac7802-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/h/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Of the amount appropriated by <ref href=\"/us/usc/t42/s603/a/1\">section 603(a)(1) of this title</ref> for each fiscal year, 0.33 percent shall be available for research, technical assistance, and evaluation under this section.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6ac7803-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/h/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Allocation</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Of the amount made available under paragraph (1) for each fiscal year, the Secretary shall make available $10,000,000 plus such additional amount as the Secretary deems necessary and appropriate, to carry out subsection (e).</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6ac7804-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s613/h/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Baseline</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The baseline established pursuant to <ref href=\"/us/usc/t2/s907\">section 907 of title 2</ref> for the Temporary Assistance for Needy Families Program shall be recorded by the Office of Management and Budget and the Congressional Budget Office at the level prior to any transfers recorded pursuant to <ref href=\"/us/usc/t42/s613/h\">section 613(h) of this title</ref>.</p>\n</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"ida6ac7805-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/act/1935-08-14/ch531\">Aug. 14, 1935, ch. 531</ref>, title IV, § 413, as added <ref href=\"/us/pl/104/193/tI/s103/a/1\">Pub.
