<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idabc60256-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216"><num value="6216">§ 6216.</num><heading> Annual Home Heating Readiness Reports</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabc60257-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">On or before September 1 of each year, the Secretary, acting through the Administrator of the Energy Information Agency, shall submit to Congress a Home Heating Readiness Report on the readiness of the natural gas, heating oil and propane industries to supply fuel under various weather conditions, including rapid decreases in temperature.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabc60258-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b"><num value="b" class="bold">(b)</num><heading class="bold"> Contents</heading><chapeau style="-uslm-lc:I11" class="indent0">The Home Heating Readiness Report shall include—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idabc60259-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/1"><num value="1">(1)</num><content> estimates of the consumption, expenditures, and average price per gallon of heating oil and propane and thousand cubic feet of natural gas for the upcoming period of October through March for various weather conditions, with special attention to extreme weather, and various regions of the country;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idabc6025a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2"><num value="2">(2)</num><chapeau> an evaluation of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6025b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2/A"><num value="A">(A)</num><content> global and regional crude oil and refined product supplies;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6025c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2/B"><num value="B">(B)</num><content> the adequacy and utilization of refinery capacity;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6025d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2/C"><num value="C">(C)</num><content> the adequacy, utilization, and distribution of regional refined product storage capacity;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6025e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2/D"><num value="D">(D)</num><content> weather conditions;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6025f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2/E"><num value="E">(E)</num><content> the refined product transportation system;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc60260-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2/F"><num value="F">(F)</num><content> market inefficiencies; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc60261-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/2/G"><num value="G">(G)</num><content> any other factor affecting the functional capability of the heating oil industry and propane industry that has the potential to affect national or regional supplies and prices;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idabc60262-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/3"><num value="3">(3)</num><content> recommendations on steps that the Federal, State, and local governments can take to prevent or alleviate the impact of sharp and sustained increases in the price of natural gas, heating oil, and propane; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idabc62973-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/b/4"><num value="4">(4)</num><content> recommendations on steps that companies engaged in the production, refining, storage, transportation of heating oil or propane, or any other activity related to the heating oil industry or propane industry, can take to prevent or alleviate the impact of sharp and sustained increases in the price of heating oil and propane.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabc62974-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6216/c"><num value="c" class="bold">(c)</num><heading class="bold"> Information requests</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary may request information necessary to prepare the Home Heating Readiness Report from companies described in subsection (b)(4).</p>
