<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idabc62976-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217"><num value="6217">§ 6217.</num><heading> Scientific inventory of oil and gas reserves</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabc62977-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary of the Interior, in consultation with the Secretaries of Agriculture and Energy, shall conduct an inventory of all onshore Federal lands. The inventory shall identify—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idabc62978-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/a/1"><num value="1">(1)</num><content> the United States Geological Survey estimates of the oil and gas resources underlying these lands;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idabc62979-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/a/2"><num value="2">(2)</num><chapeau> the extent and nature of any restrictions or impediments to the development of the resources, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6297a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/a/2/A"><num value="A">(A)</num><content> impediments to the timely granting of leases;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6297b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/a/2/B"><num value="B">(B)</num><content> post-lease restrictions, impediments, or delays on development for conditions of approval, applications for permits to drill, or processing of environmental permits; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idabc6297c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/a/2/C"><num value="C">(C)</num><content> permits or restrictions associated with transporting the resources for entry into commerce; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idabc6297d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/a/3"><num value="3">(3)</num><content> the quantity of resources not produced or introduced into commerce because of the restrictions.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabc6297e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/b"><num value="b" class="bold">(b)</num><heading class="bold"> Regular update</heading><content><p style="-uslm-lc:I11" class="indent0">Once completed, the USGS resource estimates and the surface availability data as provided in subsection (a)(2) shall be regularly updated and made publicly available.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabc6297f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/c"><num value="c" class="bold">(c)</num><heading class="bold"> Inventory</heading><content><p style="-uslm-lc:I11" class="indent0">The inventory shall be provided to the Committee on Resources of the House of Representatives and to the Committee on Energy and Natural Resources of the Senate within 2 years after <date date="2000-11-09">November 9, 2000</date>.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabc62980-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6217/d"><num value="d" class="bold">(d)</num><heading class="bold"> Assessments</heading><content><p style="-uslm-lc:I11" class="indent0">Using the inventory, the Secretary of Energy shall make periodic assessments of economically recoverable resources accounting for a range of parameters such as current costs, commodity prices, technology, and regulations.</p>
