Allocation under such rule shall be in such amounts and at such prices as are specified in (or determined in a manner prescribed by) such rule. Such rule may apply to any petroleum product owned or controlled by any person described in the first sentence of this subsection who is subject to the jurisdiction of the United States, including any petroleum product destined, directly or indirectly, for import into the United States or any foreign country, or produced in the United States. Subject to subsection (b)(2), such a rule shall remain in effect until amended or rescinded by the President.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabca95dc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Prerequisites to rule taking effect; time rule may be put into effect or remain in effect</heading><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idabca95dd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/b/1\"><num value=\"1\">(1)</num><chapeau> No rule under subsection (a) may take effect unless the President—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabca95de-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/b/1/A\"><num value=\"A\">(A)</num><content> has transmitted such rule to the Congress;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabcabcef-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/b/1/B\"><num value=\"B\">(B)</num><content> has found that putting such rule into effect is required in order to fulfill obligations of the United States under the international energy program; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabcabcf0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/b/1/C\"><num value=\"C\">(C)</num><content> has transmitted such finding to the Congress, together with a statement of the effective date and manner for exercise of such rule.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idabcabcf1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/b/2\"><num value=\"2\">(2)</num><content> No rule under subsection (b) may be put into effect or remain in effect after the expiration of 12 months after the date such rule was transmitted to Congress under paragraph (1)(A).</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabcabcf2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Consistency of rule with attainment of objectives specified in section 753(b)(1) <ref class=\"footnoteRef\" idref=\"fn003381\">1</ref><note type=\"footnote\" id=\"fn003381\"><num>1</num> See References in Text note below.</note> of title 15; limitation on authority of officers or agencies of United States</heading><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idabcabcf3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/c/1\"><num value=\"1\">(1)</num><content> Any rule under this section shall be consistent with the attainment, to the maximum extent practicable, of the objectives specified in section 753(b)(1) <sup>1</sup> of title 15.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idabcabcf4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/c/2\"><num value=\"2\">(2)</num><content> No officer or agency of the United States shall have any authority, other than authority under this section, to require that petroleum products be allocated to other countries for the purpose of implementation of the obligations of the United States under the international energy program.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabcabcf5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Nonapplicability of export restrictions under other laws</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Neither section 6212 <sup>1</sup> of this title nor <ref href=\"/us/usc/t30/s185/u\">section 185(u) of title 30</ref> shall preclude the allocation and export, to other countries in accordance with this section, of petroleum products produced in the United States.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabcabcf6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Prerequisites for effectiveness of rule</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">No rule under this section may be put into effect unless—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabcabcf7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/e/1\"><num value=\"1\">(1)</num><content> an international energy supply emergency, as defined in the first sentence of <ref href=\"/us/usc/t42/s6272/k/1\">section 6272(k)(1) of this title</ref>, is in effect; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabcabcf8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6271/e/2\"><num value=\"2\">(2)</num><content> the allocation of available oil referred to in chapter III of the international energy program has been activated pursuant to chapter IV of such program.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idabcabcf9-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/94/163/tII/s251\">Pub.
