<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="ida6b15964-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b"><num value="628b">§ 628b.</num><heading> National random sample study of child welfare</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b15965-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall conduct (directly, or by grant, contract, or interagency agreement) a national study based on random samples of children who are at risk of child abuse or neglect, or are determined by States to have been abused or neglected.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b15966-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/b"><num value="b" class="bold">(b)</num><heading class="bold"> Requirements</heading><chapeau style="-uslm-lc:I11" class="indent0">The study required by subsection (a) shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ida6b15967-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/b/1"><num value="1">(1)</num><content> have a longitudinal component; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ida6b15968-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/b/2"><num value="2">(2)</num><content> yield data reliable at the State level for as many States as the Secretary determines is feasible.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b15969-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c"><num value="c" class="bold">(c)</num><heading class="bold"> Preferred contents</heading><chapeau style="-uslm-lc:I11" class="indent0">In conducting the study required by subsection (a), the Secretary should—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ida6b1596a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c/1"><num value="1">(1)</num><content> carefully consider selecting the sample from cases of confirmed abuse or neglect; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ida6b1596b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c/2"><num value="2">(2)</num><chapeau> follow each case for several years while obtaining information on, among other things—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b1596c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c/2/A"><num value="A">(A)</num><content> the type of abuse or neglect involved;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b1596d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c/2/B"><num value="B">(B)</num><content> the frequency of contact with State or local agencies;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b1596e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c/2/C"><num value="C">(C)</num><content> whether the child involved has been separated from the family, and, if so, under what circumstances;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b1596f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c/2/D"><num value="D">(D)</num><content> the number, type, and characteristics of out-of-home placements of the child; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b15970-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/c/2/E"><num value="E">(E)</num><content> the average duration of each placement.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b15971-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/d"><num value="d" class="bold">(d)</num><heading class="bold"> Reports</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b15972-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">From time to time, the Secretary shall prepare reports summarizing the results of the study required by subsection (a).</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b15973-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Availability</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall make available to the public any report prepared under paragraph (1), in writing or in the form of an electronic data tape.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b15974-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/d/3"><num value="3" class="bold">(3)</num><heading class="bold"> Authority to charge fee</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may charge and collect a fee for the furnishing of reports under paragraph (2).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b18085-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s628b/e"><num value="e" class="bold">(e)</num><heading class="bold"> Appropriation</heading><content><p style="-uslm-lc:I11" class="indent0">Out of any money in the Treasury of the United States not otherwise appropriated, there are appropriated to the Secretary for each of fiscal years 1996 through 2002 $6,000,000 to carry out this section.</p>
