identifier=\"/us/usc/t42/s629a/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">As used in this subpart:</chapeau><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1a7ad-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Family preservation services</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “family preservation services” means services for children and families designed to help families (including adoptive and extended families) at risk or in crisis, including—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b1a7ae-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/A\"><num value=\"A\">(A)</num><chapeau> service programs designed to help children—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1a7af-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/A/i\"><num value=\"i\">(i)</num><content> where safe and appropriate, return to families from which they have been removed; or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1a7b0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/A/ii\"><num value=\"ii\">(ii)</num><content> be placed for adoption, with a legal guardian, or, if adoption or legal guardianship is determined not to be safe and appropriate for a child, in some other planned, permanent living arrangement;</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b1a7b1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/B\"><num value=\"B\">(B)</num><content> preplacement preventive services programs, such as intensive family preservation programs, designed to help children at risk of foster care placement remain safely with their families;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b1a7b2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/C\"><num value=\"C\">(C)</num><content> service programs designed to provide followup care to families to whom a child has been returned after a foster care placement;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b1a7b3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/D\"><num value=\"D\">(D)</num><content> respite care of children to provide temporary relief for parents and other caregivers (including foster parents);</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b1a7b4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/E\"><num value=\"E\">(E)</num><content> services designed to improve parenting skills (by reinforcing parents’ confidence in their strengths, and helping them to identify where improvement is needed and to obtain assistance in improving those skills) with respect to matters such as child development, family budgeting, coping with stress, health, and nutrition; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b1cec5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/1/F\"><num value=\"F\">(F)</num><content> infant safe haven programs to provide a way for a parent to safely relinquish a newborn infant at a safe haven designated pursuant to a State law.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1cec6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Family support services</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b1cec7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">The term “family support services” means community-based services designed to carry out the purposes described in subparagraph (B).</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b1cec8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Purposes described</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The purposes described in this subparagraph are the following:</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cec9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B/i\"><num value=\"i\">(i)</num><content> To promote the safety and well-being of children and families.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1ceca-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B/ii\"><num value=\"ii\">(ii)</num><content> To increase the strength and stability of families (including adoptive, foster, and extended families).</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cecb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B/iii\"><num value=\"iii\">(iii)</num><content> To support and retain foster families so they can provide quality family-based settings for children in foster care.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cecc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B/iv\"><num value=\"iv\">(iv)</num><content> To increase parents’ confidence and competence in their parenting abilities.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cecd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B/v\"><num value=\"v\">(v)</num><content> To afford children a safe, stable, and supportive family environment.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cece-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B/vi\"><num value=\"vi\">(vi)</num><content> To strengthen parental relationships and promote healthy marriages.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cecf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/2/B/vii\"><num value=\"vii\">(vii)</num><content> To enhance child development, including through mentoring (as defined in <ref href=\"/us/usc/t42/s629i/b/2\">section 629i(b)(2) of this title</ref>).</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1ced0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> State agency</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “State agency” means the State agency responsible for administering the program under subpart 1.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1ced1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> State</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “State” includes an Indian tribe or tribal organization, in addition to the meaning given such term for purposes of subpart 1.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1ced2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Indian tribe</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Indian tribe” has the meaning given the term in <ref href=\"/us/usc/t42/s628/c\">section 628(c) of this title</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1ced3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/6\"><num value=\"6\" class=\"bold\">(6)</num><heading class=\"bold\"> Tribal organization</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “tribal organization” has the meaning given the term in <ref href=\"/us/usc/t42/s628/c\">section 628(c) of this title</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1ced4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7\"><num value=\"7\" class=\"bold\">(7)</num><heading class=\"bold\"> Family reunification services</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b1ced5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">The term “family reunification services” means the services and activities described in subparagraph (B) that are provided to a child that is removed from the child’s home and placed in a foster family home or a child care institution or a child who has been returned home and to the parents or primary caregiver of such a child, in order to facilitate the reunification of the child safely and appropriately within a timely fashion and to ensure the strength and stability of the reunification. In the case of a child who has been returned home, the services and activities shall only be provided during the 15-month period that begins on the date that the child returns home.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b1ced6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Services and activities described</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The services and activities described in this subparagraph are the following:</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1ced7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/i\"><num value=\"i\">(i)</num><content> Individual, group, and family counseling.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1ced8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/ii\"><num value=\"ii\">(ii)</num><content> Inpatient, residential, or outpatient substance abuse treatment services.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1ced9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/iii\"><num value=\"iii\">(iii)</num><content> Mental health services.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1ceda-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/iv\"><num value=\"iv\">(iv)</num><content> Assistance to address domestic violence.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cedb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/v\"><num value=\"v\">(v)</num><content> Services designed to provide temporary child care and therapeutic services for families, including crisis nurseries.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cedc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/vi\"><num value=\"vi\">(vi)</num><content> Peer-to-peer mentoring and support groups for parents and primary caregivers.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cedd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/vii\"><num value=\"vii\">(vii)</num><content> Services and activities designed to facilitate access to and visitation of children by parents and siblings.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b1cede-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/7/B/viii\"><num value=\"viii\">(viii)</num><content> Transportation to or from any of the services and activities described in this subparagraph.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1cedf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/8\"><num value=\"8\" class=\"bold\">(8)</num><heading class=\"bold\"> Adoption promotion and support services</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “adoption promotion and support services” means services and activities designed to encourage more adoptions out of the foster care system, when adoptions promote the best interests of children, including such activities as pre- and post-adoptive services and activities designed to expedite the adoption process and support adoptive families.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b1cee0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/a/9\"><num value=\"9\" class=\"bold\">(9)</num><heading class=\"bold\"> Non-Federal funds</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “non-Federal funds” means State funds, or at the option of a State, State and local funds.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6b1cee1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629a/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Other terms</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">For other definitions of other terms used in this subpart, see <ref href=\"/us/usc/t42/s675\">section 675 of this title</ref>.</p>\n</content>\n</subsection>\n<sourceCredit id=\"ida6b1cee2-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/act/1935-08-14/ch531\">Aug. 14, 1935, ch. 531</ref>, title IV, § 431, as added <ref href=\"/us/pl/103/66/tXIII/s13711/a/2\">Pub.
