<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="ida6b32ed8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e"><num value="629e">§ 629e.</num><heading> Evaluations; research; technical assistance</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b32ed9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/a"><num value="a" class="bold">(a)</num><heading class="bold"> Evaluations</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b32eda-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall evaluate and report to the Congress biennially on the effectiveness of the programs carried out pursuant to this subpart in accomplishing the purposes of this subpart, and may evaluate any other Federal, State, or local program, regardless of whether federally assisted, that is designed to achieve the same purposes as the program under this subpart, in accordance with criteria established in accordance with paragraph (2).</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b32edb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Criteria to be used</heading><chapeau style="-uslm-lc:I12" class="indent1">In developing the criteria to be used in evaluations under paragraph (1), the Secretary shall consult with appropriate parties, such as—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b32edc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/a/2/A"><num value="A">(A)</num><content> State agencies administering programs under this part and part E;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b32edd-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/a/2/B"><num value="B">(B)</num><content> persons administering child and family services programs (including family preservation and family support programs) for private, nonprofit organizations with an interest in child welfare; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b32ede-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/a/2/C"><num value="C">(C)</num><content> other persons with recognized expertise in the evaluation of child and family services programs (including family preservation and family support programs) or other related programs.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b32edf-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Timing of report</heading><content><p style="-uslm-lc:I12" class="indent1">Beginning in 2003, the Secretary shall submit the biennial report required by this subsection not later than April 1 of every other year, and shall include in each such report the funding level, the status of ongoing evaluations, findings to date, and the nature of any technical assistance provided to States under subsection (d).</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b32ee0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/b"><num value="b" class="bold">(b)</num><heading class="bold"> Coordination of evaluations</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall develop procedures to coordinate evaluations under this section, to the extent feasible, with evaluations by the States of the effectiveness of programs under this subpart.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b32ee1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/c"><num value="c" class="bold">(c)</num><heading class="bold"> Evaluation, research, and technical assistance with respect to targeted program resources</heading><chapeau style="-uslm-lc:I11" class="indent0">Of the amount reserved under <ref href="/us/usc/t42/s629f/b/1">section 629f(b)(1) of this title</ref> for a fiscal year, the Secretary shall use not less than—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ida6b32ee2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/c/1"><num value="1">(1)</num><content> $1,000,000 for evaluations, research, and providing technical assistance with respect to supporting monthly caseworker visits with children who are in foster care under the responsibility of the State, in accordance with <ref href="/us/usc/t42/s629f/b/4/B/i">section 629f(b)(4)(B)(i) of this title</ref>; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ida6b32ee3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/c/2"><num value="2">(2)</num><content> $1,000,000 for evaluations, research, and providing technical assistance with respect to grants under <ref href="/us/usc/t42/s629g/f">section 629g(f) of this title</ref>.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b32ee4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/d"><num value="d" class="bold">(d)</num><heading class="bold"> Technical assistance</heading><chapeau style="-uslm-lc:I11" class="indent0">To the extent funds are available therefor, the Secretary shall provide technical assistance that helps States and Indian tribes or tribal consortia to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ida6b32ee5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/d/1"><num value="1">(1)</num><content> develop research-based protocols for identifying families at risk of abuse and neglect of use in the field;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ida6b32ee6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/d/2"><num value="2">(2)</num><content> develop treatment models that address the needs of families at risk, particularly families with substance abuse issues;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ida6b32ee7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/d/3"><num value="3">(3)</num><content> implement programs with well-articulated theories of how the intervention will result in desired changes among families at risk;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ida6b32ee8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/d/4"><num value="4">(4)</num><content> establish mechanisms to ensure that service provision matches the treatment model; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ida6b355f9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/d/5"><num value="5">(5)</num><content> establish mechanisms to ensure that postadoption services meet the needs of the individual families and develop models to reduce the disruption rates of adoption.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida6b355fa-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e"><num value="e" class="bold">(e)</num><heading class="bold"> Family recovery and reunification program replication project</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b355fb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/1"><num value="1" class="bold">(1)</num><heading class="bold"> Purpose</heading><content><p style="-uslm-lc:I12" class="indent1">The purpose of this subsection is to provide resources to the Secretary to support the conduct and evaluation of a family recovery and reunification program replication project (referred to in this subsection as the “project”) and to determine the extent to which such programs may be appropriate for use at different intervention points (such as when a child is at risk of entering foster care or when a child is living with a guardian while a parent is in treatment). The family recovery and reunification program conducted under the project shall use a recovery coach model that is designed to help reunify families and protect children by working with parents or guardians with a substance use disorder who have temporarily lost custody of their children.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b355fc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2"><num value="2" class="bold">(2)</num><heading class="bold"> Program components</heading><chapeau style="-uslm-lc:I12" class="indent1">The family recovery and reunification program conducted under the project shall adhere closely to the elements and protocol determined to be most effective in other recovery coaching programs that have been rigorously evaluated and shown to increase family reunification and protect children and, consistent with such elements and protocol, shall provide such items and services as—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b355fd-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/A"><num value="A">(A)</num><content> assessments to evaluate the needs of the parent or guardian;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b355fe-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/B"><num value="B">(B)</num><content> assistance in receiving the appropriate benefits to aid the parent or guardian in recovery;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b355ff-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/C"><num value="C">(C)</num><content> services to assist the parent or guardian in prioritizing issues identified in assessments, establishing goals for resolving such issues that are consistent with the goals of the treatment provider, child welfare agency, courts, and other agencies involved with the parent or guardian or their children, and making a coordinated plan for achieving such goals;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b35600-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/D"><num value="D">(D)</num><content> home visiting services coordinated with the child welfare agency and treatment provider involved with the parent or guardian or their children;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b35601-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/E"><num value="E">(E)</num><content> case management services to remove barriers for the parent or guardian to participate and continue in treatment, as well as to re-engage a parent or guardian who is not participating or progressing in treatment;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b35602-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/F"><num value="F">(F)</num><content> access to services needed to monitor the parent’s or guardian’s compliance with program requirements;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b35603-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/G"><num value="G">(G)</num><content> frequent reporting between the treatment provider, child welfare agency, courts, and other agencies involved with the parent or guardian or their children to ensure appropriate information on the parent’s or guardian’s status is available to inform decision-making; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida6b35604-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/2/H"><num value="H">(H)</num><content> assessments and recommendations provided by a recovery coach to the child welfare caseworker responsible for documenting the parent’s or guardian’s progress in treatment and recovery as well as the status of other areas identified in the treatment plan for the parent or guardian, including a recommendation regarding the expected safety of the child if the child is returned to the custody of the parent or guardian that can be used by the caseworker and a court to make permanency decisions regarding the child.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b35605-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3"><num value="3" class="bold">(3)</num><heading class="bold"> Responsibilities of the Secretary</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida6b35606-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">The Secretary shall, through a grant or contract with 1 or more entities, conduct and evaluate the family recovery and reunification program under the project.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida6b35607-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3/B"><num value="B" class="bold">(B)</num><heading class="bold"> Requirements</heading><chapeau style="-uslm-lc:I13" class="indent2">In identifying 1 or more entities to conduct the evaluation of the family recovery and reunification program, the Secretary shall—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="ida6b35608-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3/B/i"><num value="i">(i)</num><content> determine that the area or areas in which the program will be conducted have sufficient substance use disorder treatment providers and other resources (other than those provided with funds made available to carry out the project) to successfully conduct the program;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b37c19-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3/B/ii"><num value="ii">(ii)</num><content> determine that the area or areas in which the program will be conducted have enough potential program participants, and will serve a sufficient number of parents or guardians and their children, so as to allow for the formation of a control group, evaluation results to be adequately powered, and preliminary results of the evaluation to be available within 4 years of the program’s implementation;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b37c1a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3/B/iii"><num value="iii">(iii)</num><content> provide the entity or entities with technical assistance for the program design, including by working with 1 or more entities that are or have been involved in recovery coaching programs that have been rigorously evaluated and shown to increase family reunification and protect children so as to make sure the program conducted under the project adheres closely to the elements and protocol determined to be most effective in such other recovery coaching programs;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b37c1b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3/B/iv"><num value="iv">(iv)</num><content> assist the entity or entities in securing adequate coaching, treatment, child welfare, court, and other resources needed to successfully conduct the family recovery and reunification program under the project; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b37c1c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/3/B/v"><num value="v">(v)</num><content> ensure the entity or entities will be able to monitor the impacts of the program in the area or areas in which it is conducted for at least 5 years after parents or guardians and their children are randomly assigned to participate in the program or to be part of the program’s control group.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida6b37c1d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4"><num value="4" class="bold">(4)</num><heading class="bold"> Evaluation requirements</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida6b37c1e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">The Secretary, in consultation with the entity or entities conducting the family recovery and reunification program under the project, shall conduct an evaluation to determine whether the program has been implemented effectively and resulted in improvements for children and families. The evaluation shall have 3 components: a pilot phase, an impact study, and an implementation study.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida6b37c1f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/B"><num value="B" class="bold">(B)</num><heading class="bold"> Pilot phase</heading><chapeau style="-uslm-lc:I13" class="indent2">The pilot phase component of the evaluation shall consist of the Secretary providing technical assistance to the entity or entities conducting the family recovery and reunification program under the project to ensure—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="ida6b37c20-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/B/i"><num value="i">(i)</num><content> the program’s implementation adheres closely to the elements and protocol determined to be most effective in other recovery coaching programs that have been rigorously evaluated and shown to increase family reunification and protect children; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b37c21-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/B/ii"><num value="ii">(ii)</num><content> random assignment of parents or guardians and their children to be participants in the program or to be part of the program’s control group is being carried out.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida6b37c22-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C"><num value="C" class="bold">(C)</num><heading class="bold"> Impact study</heading><chapeau style="-uslm-lc:I13" class="indent2">The impact study component of the evaluation shall determine the impacts of the family recovery and reunification program conducted under the project on the parents and guardians and their children participating in the program. The impact study component shall—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="ida6b37c23-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/i"><num value="i">(i)</num><content> be conducted using an experimental design that uses a random assignment research methodology;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b37c24-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/ii"><num value="ii">(ii)</num><content> consistent with previous studies of other recovery coaching programs that have been rigorously evaluated and shown to increase family reunification and protect children, measure outcomes for parents and guardians and their children over multiple time periods, including for a period of 5 years; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b37c25-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii"><num value="iii">(iii)</num><chapeau> include measurements of family stability and parent, guardian, and child safety for program participants and the program control group that are consistent with measurements of such factors for participants and control groups from previous studies of other recovery coaching programs so as to allow results of the impact study to be compared with the results of such prior studies, including with respect to comparisons between program participants and the program control group regarding—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="ida6b37c26-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/I"><num value="I">(I)</num><content> safe family reunification;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b37c27-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/II"><num value="II">(II)</num><content> time to reunification;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b37c28-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/III"><num value="III">(III)</num><content> permanency (such as through measures of reunification, adoption, or placement with guardians);</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b37c29-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/IV"><num value="IV">(IV)</num><content> safety (such as through measures of subsequent maltreatment);</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a33a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/V"><num value="V">(V)</num><content> parental or guardian treatment persistence and engagement;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a33b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/VI"><num value="VI">(VI)</num><content> parental or guardian substance use;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a33c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/VII"><num value="VII">(VII)</num><content> juvenile delinquency;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a33d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/VIII"><num value="VIII">(VIII)</num><content> cost; and</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a33e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/C/iii/IX"><num value="IX">(IX)</num><content> other measurements agreed upon by the Secretary and the entity or entities operating the family recovery and reunification program under the project.</content>
</subclause>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida6b3a33f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/D"><num value="D" class="bold">(D)</num><heading class="bold"> Implementation study</heading><chapeau style="-uslm-lc:I13" class="indent2">The implementation study component of the evaluation shall be conducted concurrently with the conduct of the impact study component and shall include, in addition to such other information as the Secretary may determine, descriptions and analyses of—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="ida6b3a340-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/D/i"><num value="i">(i)</num><content> the adherence of the family recovery and reunification program conducted under the project to other recovery coaching programs that have been rigorously evaluated and shown to increase family reunification and protect children; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida6b3a341-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/D/ii"><num value="ii">(ii)</num><content> the difference in services received or proposed to be received by the program participants and the program control group.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida6b3a342-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E"><num value="E" class="bold">(E)</num><heading class="bold"> Report</heading><chapeau style="-uslm-lc:I13" class="indent2">The Secretary shall publish on an internet website maintained by the Secretary the following information:</chapeau><clause style="-uslm-lc:I14" class="indent3" id="ida6b3a343-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E/i"><num value="i">(i)</num><content> A report on the pilot phase component of the evaluation.</content>

<clause style="-uslm-lc:I14" class="indent3" id="ida6b3a344-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E/ii"><num value="ii">(ii)</num><content> A report on the impact study component of the evaluation.</content>

<clause style="-uslm-lc:I14" class="indent3" id="ida6b3a345-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E/iii"><num value="iii">(iii)</num><content> A report on the implementation study component of the evaluation.</content>

<clause style="-uslm-lc:I14" class="indent3" id="ida6b3a346-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E/iv"><num value="iv">(iv)</num><chapeau> A report that includes—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a347-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E/iv/I"><num value="I">(I)</num><content> analyses of the extent to which the program has resulted in increased reunifications, increased permanency, case closures, net savings to the State or States involved (taking into account both costs borne by States and the Federal government), or other outcomes, or if the program did not produce such outcomes, an analysis of why the replication of the program did not yield such results;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a348-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E/iv/II"><num value="II">(II)</num><content> if, based on such analyses, the Secretary determines the program should be replicated, a replication plan; and</content>

<subclause style="-uslm-lc:I16" class="indent4" id="ida6b3a349-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s629e/e/4/E/iv/III"><num value="III">(III)</num><content> such recommendations for legislation and administrative action as the Secretary determines appropriate.</content>
