id=\"ida6b3ca62-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Authorization</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">In addition to any amount otherwise made available to carry out this subpart, there are authorized to be appropriated to carry out this subpart $345,000,000 for each of fiscal years 2017 through 2021.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6b3ca63-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Reservation of certain amounts</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">From the amount specified in subsection (a) for a fiscal year, the Secretary shall reserve amounts as follows:</chapeau><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b3ca64-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Evaluation, research, training, and technical assistance</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The Secretary shall reserve $6,000,000 for expenditure by the Secretary—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b3ca65-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/1/A\"><num value=\"A\">(A)</num><content> for research, training, and technical assistance costs related to the program under this subpart; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b3ca66-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/1/B\"><num value=\"B\">(B)</num><content> for evaluation of State programs based on the plans approved under <ref href=\"/us/usc/t42/s629b\">section 629b of this title</ref> and funded under this subpart, and any other Federal, State, or local program, regardless of whether federally assisted, that is designed to achieve the same purposes as the State programs.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b3ca67-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> State court improvements</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Secretary shall reserve $30,000,000 for grants under <ref href=\"/us/usc/t42/s629h\">section 629h of this title</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b3ca68-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Indian tribes or tribal consortia</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">After applying paragraphs (4) and (5) (but before applying paragraphs (1) or (2)), the Secretary shall reserve 3 percent for allotment to Indian tribes or tribal consortia in accordance with <ref href=\"/us/usc/t42/s629c/a\">section 629c(a) of this title</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b3ca69-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Support for monthly caseworker visits</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b3ca6a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/4/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> Reservation</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">The Secretary shall reserve for allotment in accordance with <ref href=\"/us/usc/t42/s629c/e\">section 629c(e) of this title</ref> $20,000,000 for each of fiscal years 2017 through 2021.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b3ca6b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/4/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Use of funds</heading><clause style=\"-uslm-lc:I77\" class=\"indent5 firstIndent-2\" id=\"ida6b3ca6c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/4/B/i\"><num value=\"i\" class=\"bold\">(i)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I14\" class=\"indent3\">A State to which an amount is paid from amounts reserved under subparagraph (A) shall use the amount to improve the quality of monthly caseworker visits with children who are in foster care under the responsibility of the State, with an emphasis on improving caseworker decision making on the safety, permanency, and well-being of foster children and on activities designed to increase retention, recruitment, and training of caseworkers.</p>\n</content>\n</clause>\n<clause style=\"-uslm-lc:I77\" class=\"indent5 firstIndent-2\" id=\"ida6b3ca6d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/4/B/ii\"><num value=\"ii\" class=\"bold\">(ii)</num><heading class=\"bold\"> Nonsupplantation</heading><content><p style=\"-uslm-lc:I14\" class=\"indent3\">A State to which an amount is paid from amounts reserved pursuant to subparagraph (A) shall not use the amount to supplant any Federal funds paid to the State under part E that could be used as described in clause (i).</p>\n</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b3ca6e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/b/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Regional partnership grants</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Secretary shall reserve for awarding grants under <ref href=\"/us/usc/t42/s629g/f\">section 629g(f) of this title</ref> $20,000,000 for each of fiscal years 2017 through 2021.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6b3ca6f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629f/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Support for foster family homes</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Out of any money in the Treasury of the United States not otherwise appropriated, there are appropriated to the Secretary for fiscal year 2018, $8,000,000 for the Secretary to make competitive grants to States, Indian tribes, or tribal consortia to support the recruitment and retention of high-quality foster families to increase their capacity to place more children in family settings, focused on States, Indian tribes, or tribal consortia with the highest percentage of children in non-family settings.
