Probably should be followed by “and”.</note></content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b5519c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/1/E\"><num value=\"E\">(E)</num><chapeau> that determine the best strategy to use to expedite the interstate placement of children, including—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b5519d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/1/E/i\"><num value=\"i\">(i)</num><content> requiring courts in different States to cooperate in the sharing of information;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b5519e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/1/E/ii\"><num value=\"ii\">(ii)</num><content> authorizing courts to obtain information and testimony from agencies and parties in other States without requiring interstate travel by the agencies and parties; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b5519f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/1/E/iii\"><num value=\"iii\">(iii)</num><content> permitting the participation of parents, children, other necessary parties, and attorneys in cases involving interstate placement without requiring their interstate travel; and <ref class=\"footnoteRef\" idref=\"fn002583\">2</ref><note type=\"footnote\" id=\"fn002583\"><num>2</num> So in original. The word “and” probably should not appear.</note></content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6b551a0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/2\"><num value=\"2\">(2)</num><chapeau> to implement improvements the highest state <ref class=\"footnoteRef\" idref=\"fn002584\">3</ref><note type=\"footnote\" id=\"fn002584\"><num>3</num> So in original. Probably should be capitalized.</note> courts deem necessary as a result of the assessments, including—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b551a1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/2/A\"><num value=\"A\">(A)</num><content> to provide for the safety, well-being, and permanence of children in foster care, as set forth in the Adoption and Safe Families Act of 1997 (<ref href=\"/us/pl/105/89\">Public Law 105–89</ref>), including the requirements in the Act related to concurrent planning;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578b2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/2/B\"><num value=\"B\">(B)</num><content> to implement a corrective action plan, as necessary, resulting from reviews of child and family service programs under <ref href=\"/us/usc/t42/s1320a–2a\">section 1320a–2a of this title</ref>; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578b3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/2/C\"><num value=\"C\">(C)</num><content> to increase and improve engagement of the entire family in court processes relating to child welfare, family preservation, family reunification, and adoption;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6b578b4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/3\"><num value=\"3\">(3)</num><content> to ensure that the safety, permanence, and well-being needs of children are met in a timely and complete manner; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6b578b5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/4\"><num value=\"4\">(4)</num><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6b578b6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/4/A\"><num value=\"A\">(A)</num><content> to provide for the training of judges, attorneys and other legal personnel in child welfare cases; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6b578b7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/a/4/B\"><num value=\"B\">(B)</num><content> to increase and improve engagement of the entire family in court processes relating to child welfare, family preservation, family reunification, and adoption.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6b578b8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Applications</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b578b9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">In order to be eligible to receive a grant under this section, a highest State court shall have in effect a rule requiring State courts to ensure that foster parents, pre-adoptive parents, and relative caregivers of a child in foster care under the responsibility of the State are notified of any proceeding to be held with respect to the child, shall provide for the training of judges, attorneys, and other legal personnel in child welfare cases on Federal child welfare policies and payment limitations with respect to children in foster care who are placed in settings that are not a foster family home, and shall submit to the Secretary an application at such time, in such form, and including such information and assurances as the Secretary may require, including—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578ba-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/1/A\"><num value=\"A\">(A)</num><content> in the case of a grant for the purpose described in subsection (a)(3), a description of how courts and child welfare agencies on the local and State levels will collaborate and jointly plan for the collection and sharing of all relevant data and information to demonstrate how improved case tracking and analysis of child abuse and neglect cases will produce safe and timely permanency decisions;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578bb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/1/B\"><num value=\"B\">(B)</num><content> in the case of a grant for the purpose described in subsection (a)(4), a demonstration that a portion of the grant will be used for cross-training initiatives that are jointly planned and executed with the State agency or any other agency under contract with the State to administer the State program under the State plan under subpart 1, the State plan approved under <ref href=\"/us/usc/t42/s629d\">section 629d of this title</ref>, or the State plan approved under part E; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578bc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/1/C\"><num value=\"C\">(C)</num><content> in the case of a grant for any purpose described in subsection (a), a demonstration of meaningful and ongoing collaboration among the courts in the State, the State agency or any other agency under contract with the State who is responsible for administering the State program under this part or part E, and, where applicable, Indian tribes.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b578bd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Single grant application</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Pursuant to the requirements under paragraph (1) of this subsection, a highest State court desiring a grant under this section shall submit a single application to the Secretary that specifies whether the application is for a grant for—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578be-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/2/A\"><num value=\"A\">(A)</num><content> the purposes described in paragraphs (1) and (2) of subsection (a);</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578bf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/2/B\"><num value=\"B\">(B)</num><content> the purpose described in subsection (a)(3);</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578c0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/2/C\"><num value=\"C\">(C)</num><content> the purpose described in subsection (a)(4); or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida6b578c1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/b/2/D\"><num value=\"D\">(D)</num><content> the purposes referred to in 2 or more (specifically identified) of subparagraphs (A), (B), and (C) of this paragraph.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6b578c2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Amount of grant</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b578c3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">With respect to each of subparagraphs (A), (B), and (C) of subsection (b)(2) that refers to 1 or more grant purposes for which an application of a highest State court is approved under this section, the court shall be entitled to payment, for each of fiscal years 2017 through 2021, from the amount allocated under paragraph (3) of this subsection for grants for the purpose or purposes, of an amount equal to $85,000 plus the amount described in paragraph (2) of this subsection with respect to the purpose or purposes.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b59fd4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Amount described</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The amount described in this paragraph for any fiscal year with respect to the purpose or purposes referred to in a subparagraph of subsection (b)(2) is the amount that bears the same ratio to the total of the amounts allocated under paragraph (3) of this subsection for grants for the purpose or purposes as the number of individuals in the State who have not attained 21 years of age bears to the total number of such individuals in all States the highest State courts of which have approved applications under this section for grants for the purpose or purposes.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida6b59fd5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Allocation of funds</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b59fd6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> Mandatory funds</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">Of the amounts reserved under <ref href=\"/us/usc/t42/s629f/b/2\">section 629f(b)(2) of this title</ref> for any fiscal year, the Secretary shall allocate—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b59fd7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A/i\"><num value=\"i\">(i)</num><content> $9,000,000 for grants for the purposes described in paragraphs (1) and (2) of subsection (a);</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b59fd8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A/ii\"><num value=\"ii\">(ii)</num><content> $10,000,000 for grants for the purpose described in subsection (a)(3);</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b59fd9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A/iii\"><num value=\"iii\">(iii)</num><content> $10,000,000 for grants for the purpose described in subsection (a)(4); and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida6b59fda-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A/iv\"><num value=\"iv\">(iv)</num><chapeau> $1,000,000 for grants to be awarded on a competitive basis among the highest courts of Indian tribes or tribal consortia that—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida6b59fdb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A/iv/I\"><num value=\"I\">(I)</num><content> are operating a program under part E, in accordance with <ref href=\"/us/usc/t42/s679c\">section 679c of this title</ref>;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida6b59fdc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A/iv/II\"><num value=\"II\">(II)</num><content> are seeking to operate a program under part E and have received an implementation grant under <ref href=\"/us/usc/t42/s676\">section 676 of this title</ref>; or</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida6b59fdd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/A/iv/III\"><num value=\"III\">(III)</num><content> has <ref class=\"footnoteRef\" idref=\"fn002585\">4</ref><note type=\"footnote\" id=\"fn002585\"><num>4</num> So in original. Probably should be “have”.</note> a court responsible for proceedings related to foster care or adoption.</content>\n</subclause>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"ida6b59fde-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/c/3/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Discretionary funds</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">The Secretary shall allocate all of the amounts reserved under <ref href=\"/us/usc/t42/s629g/b/2\">section 629g(b)(2) of this title</ref> for grants for the purposes described in paragraphs (1) and (2) of subsection (a).</p>\n</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6b59fdf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s629h/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Federal share</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Each highest State court which receives funds paid under this section may use such funds to pay not more than 75 percent of the cost of activities under this section in each of fiscal years 2017 through 2021.</p>\n</content>\n</subsection>\n<sourceCredit id=\"ida6b59fe0-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/act/1935-08-14/ch531\">Aug. 14, 1935, ch. 531</ref>, title IV, § 438, formerly <ref href=\"/us/pl/103/66/tXIII/s13712\">Pub.
