All plans and proposals submitted to the Congress under this chapter or pursuant to legislation authorizing development leading to production shall contain a report by the Attorney General of the United States on the anticipated effects upon competition of such plans and proposals.</p>\n</content><sourceCredit id=\"id8e29d473-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/94/258/tI/s106\">Pub.
