<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idabefd1e0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616"><num value="6616">§ 6616.</num><heading> Additional functions of Director</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabefd1e1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/a"><num value="a" class="bold">(a)</num><heading class="bold"> Service as Chairman of Federal Coordinating Council for Science, Engineering, and Technology and as member of Domestic Council</heading><chapeau style="-uslm-lc:I11" class="indent0">The Director shall, in addition to the other duties and functions set forth in this subchapter—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idabefd1e2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/a/1"><num value="1">(1)</num><content> serve as Chairman of the Federal Coordinating Council for Science, Engineering, and Technology established under subchapter IV; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="idabefd1e3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/a/2"><num value="2">(2)</num><content> serve as a member of the Domestic Council.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabefd1e4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/b"><num value="b" class="bold">(b)</num><heading class="bold"> Advice to National Security Council</heading><content><p style="-uslm-lc:I11" class="indent0">For the purpose of assuring the optimum contribution of science and technology to the national security, the Director, at the request of the National Security Council, shall advise the National Security Council in such matters concerning science and technology as relate to national security.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idabefd1e5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/c"><num value="c" class="bold">(c)</num><heading class="bold"> Officers and employees; services; contracts; payments</heading><chapeau style="-uslm-lc:I11" class="indent0">In carrying out his functions under this chapter, the Director is authorized to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idabefd1e6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/c/1"><num value="1">(1)</num><content> appoint such officers and employees as he may deem necessary to perform the functions now or hereafter vested in him and to prescribe their duties;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idabefd1e7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/c/2"><num value="2">(2)</num><content> obtain services as authorized by <ref href="/us/usc/t5/s3109">section 3109 of title 5</ref> at rates not to exceed the rate prescribed for grade GS–18 of the General Schedule by <ref href="/us/usc/t5/s5332">section 5332 of title 5</ref>; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idabefd1e8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s6616/c/3"><num value="3">(3)</num><content> enter into contracts and other arrangements for studies, analyses, and other services with public agencies and with private persons, organizations, or institutions, and make such payments as he deems necessary to carry out the provisions of this chapter without legal consideration, without performance bonds, and without regard to <ref href="/us/usc/t41/s6101">section 6101 of title 41</ref>.</content>
