Such suggested guidelines shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabfd3f8e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6907/a/1\"><num value=\"1\">(1)</num><content> provide a technical and economic description of the level of performance that can be attained by various available solid waste management practices (including operating practices) which provide for the protection of public health and the environment;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabfd3f8f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6907/a/2\"><num value=\"2\">(2)</num><content> not later than two years after <date date=\"1976-10-21\">October 21, 1976</date>, describe levels of performance, including appropriate methods and degrees of control, that provide at a minimum for (A) protection of public health and welfare; (B) protection of the quality of ground waters and surface waters from leachates; (C) protection of the quality of surface waters from runoff through compliance with effluent limitations under the Federal Water Pollution Control Act, as amended [<ref href=\"/us/usc/t33/s1251\">33 U.S.C. 1251</ref> et seq.]; (D) protection of ambient air quality through compliance with new source performance standards or requirements of air quality implementation plans under the Clean Air Act, as amended [<ref href=\"/us/usc/t42/s7401\">42 U.S.C. 7401</ref> et seq.]; (E) disease and vector control; (F) safety; and (G) esthetics; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idabfd3f90-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6907/a/3\"><num value=\"3\">(3)</num><content> provide minimum criteria to be used by the States to define those solid waste management practices which constitute the open dumping of solid waste or hazardous waste and are to be prohibited under subchapter IV of this chapter.</content>\n</paragraph>\n\n<continuation style=\"-uslm-lc:I10\" class=\"indent0 firstIndent0\">Where appropriate, such suggested guidelines also shall include minimum information for use in deciding the adequate location, design, and construction of facilities associated with solid waste management practices, including the consideration of regional, geographic, demographic, and climatic factors.</continuation>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idabfd3f91-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6907/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Notice</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Administrator shall notify the Committee on Environment and Public Works of the Senate and the Committee on Energy and Commerce of the House of Representatives a reasonable time before publishing any suggested guidelines or proposed regulations under this chapter of the content of such proposed suggested guidelines or proposed regulations under this chapter.</p>\n</content>\n</subsection>\n<sourceCredit id=\"idabfd3f92-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/89/272/tII/s1008\">Pub.
