Such guidelines shall consider—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088940-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/a/1\"><num value=\"1\">(1)</num><content> the size and location of areas which should be included,</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088941-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/a/2\"><num value=\"2\">(2)</num><content> the volume of solid waste which should be included, and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088942-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/a/3\"><num value=\"3\">(3)</num><content> the available means of coordinating regional planning with other related regional planning and for coordination of such regional planning into the State plan.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idac088943-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Guidelines for State plans</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Not later than eighteen months after <date date=\"1976-10-21\">October 21, 1976</date>, and after notice and hearing, the Administrator shall, after consultation with appropriate Federal, State, and local authorities, promulgate regulations containing guidelines to assist in the development and implementation of State solid waste management plans (hereinafter in this chapter referred to as “State plans”). The guidelines shall contain methods for achieving the objectives specified in <ref href=\"/us/usc/t42/s6941\">section 6941 of this title</ref>. Such guidelines shall be reviewed from time to time, but not less frequently than every three years, and revised as may be appropriate.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idac088944-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Considerations for State plan guidelines</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The guidelines promulgated under subsection (b) shall consider—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088945-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/1\"><num value=\"1\">(1)</num><content> the varying regional, geologic, hydrologic, climatic, and other circumstances under which different solid waste practices are required in order to insure the reasonable protection of the quality of the ground and surface waters from leachate contamination, the reasonable protection of the quality of the surface waters from surface runoff contamination, and the reasonable protection of ambient air quality;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088946-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/2\"><num value=\"2\">(2)</num><content> characteristics and conditions of collection, storage, processing, and disposal operating methods, techniques and practices, and location of facilities where such operating methods, techniques, and practices are conducted, taking into account the nature of the material to be disposed;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088947-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/3\"><num value=\"3\">(3)</num><content> methods for closing or upgrading open dumps for purposes of eliminating potential health hazards;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088948-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/4\"><num value=\"4\">(4)</num><content> population density, distribution, and projected growth;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac088949-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/5\"><num value=\"5\">(5)</num><content> geographic, geologic, climatic, and hydrologic characteristics;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac08894a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/6\"><num value=\"6\">(6)</num><content> the type and location of transportation;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac08894b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/7\"><num value=\"7\">(7)</num><content> the profile of industries;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac08894c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/8\"><num value=\"8\">(8)</num><content> the constituents and generation rates of waste;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac08894d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/9\"><num value=\"9\">(9)</num><content> the political, economic, organizational, financial, and management problems affecting comprehensive solid waste management;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac08894e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/10\"><num value=\"10\">(10)</num><content> types of resource recovery facilities and resource conservation systems which are appropriate; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac08894f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s6942/c/11\"><num value=\"11\">(11)</num><content> available new and additional markets for recovered material and energy and energy resources recovered from solid waste as well as methods for conserving such materials and energy.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idac088950-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/89/272/tII/s4002\">Pub.
