L. 101–239, title VI, §§ 6502(b), 6503(c)(4), Dec. 19, 1989, 103 Stat. 2276, 2278.)","seq_in_title":1636,"parent_identifier":"/us/usc/t42/ch7/schV","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch7","level":"chapter","num":"CHAPTER 7—","heading":"SOCIAL SECURITY","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch7/schV","level":"subchapter","num":"SUBCHAPTER V—","heading":"MATERNAL AND CHILD HEALTH SERVICES BLOCK GRANT","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"ida6dd4c2d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s703\"><num value=\"703\">§ 703.</num><heading> Payments to States</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6dd4c2e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s703/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Statutory provisions applicable</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">From the sums appropriated therefor and the allotments available under <ref href=\"/us/usc/t42/s702/c\">section 702(c) of this title</ref>, the Secretary shall make payments as provided by <ref href=\"/us/usc/t31/s6503/a\">section 6503(a) of title 31</ref> to each State provided such an allotment under <ref href=\"/us/usc/t42/s702/c\">section 702(c) of this title</ref>, for each quarter, of an amount equal to four-sevenths of the total of the sums expended by the State during such quarter in carrying out the provisions of this subchapter.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6dd4c2f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s703/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Unobligated allotments</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Any amount payable to a State under this subchapter from allotments for a fiscal year which remains unobligated at the end of such year shall remain available to such State for obligation during the next fiscal year. No payment may be made to a State under this subchapter from allotments for a fiscal year for expenditures made after the following fiscal year.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6dd4c30-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s703/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Reduction of payments; fair market value of supplies or equipment, value of salaries, travel expenses, etc.</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary, at the request of a State, may reduce the amount of payments under subsection (a) by—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6dd4c31-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s703/c/1\"><num value=\"1\">(1)</num><content> the fair market value of any supplies or equipment furnished the State, and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6dd4c32-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s703/c/2\"><num value=\"2\">(2)</num><content> the amount of the pay, allowances, and travel expenses of any officer or employee of the Government when detailed to the State and the amount of any other costs incurred in connection with the detail of such officer or employee,</content>\n</paragraph>\n\n<continuation style=\"-uslm-lc:I10\" class=\"indent0 firstIndent0\">when the furnishing of supplies or equipment or the detail of an officer or employee is for the convenience of and at the request of the State and for the purpose of conducting activities described in <ref href=\"/us/usc/t42/s705/a\">section 705(a) of this title</ref> on a temporary basis.
