L. 95–91, title I, § 101, Aug. 4, 1977, 91 Stat. 567.)","seq_in_title":5090,"parent_identifier":"/us/usc/t42/ch84/schI","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch84","level":"chapter","num":"CHAPTER 84—","heading":"DEPARTMENT OF ENERGY","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch84/schI","level":"subchapter","num":"SUBCHAPTER I—","heading":"DECLARATION OF FINDINGS AND PURPOSES","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id8e55c6f3-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7111\"><num value=\"7111\">§ 7111.</num><heading> Congressional findings</heading>\n<chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Congress of the United States finds that—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8e55c6f4-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7111/1\"><num value=\"1\">(1)</num><content> the United States faces an increasing shortage of nonrenewable energy resources;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8e55c6f5-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7111/2\"><num value=\"2\">(2)</num><content> this energy shortage and our increasing dependence on foreign energy supplies pre­sent a serious threat to the national security of the United States and to the health, safety and welfare of its citizens;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8e55c6f6-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7111/3\"><num value=\"3\">(3)</num><content> a strong national energy program is needed to meet the present and future energy needs of the Nation consistent with overall national economic, environmental and social goals;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8e55c6f7-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7111/4\"><num value=\"4\">(4)</num><content> responsibility for energy policy, regulation, and research, development and demonstration is fragmented in many departments and agencies and thus does not allow for the comprehensive, centralized focus necessary for effective coordination of energy supply and conservation programs; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8e55c6f8-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7111/5\"><num value=\"5\">(5)</num><content> formulation and implementation of a national energy program require the integration of major Federal energy functions into a single department in the executive branch.</content>\n</paragraph>\n<sourceCredit id=\"id8e55c6f9-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/95/91/tI/s101\">Pub.
