<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idac2671c6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n"><num value="7381n">§ 7381n.</num><heading> Summer institutes</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idac2671c7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a"><num value="a" class="bold">(a)</num><heading class="bold"> Definitions</heading><chapeau style="-uslm-lc:I11" class="indent0">In this section:</chapeau><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2671c8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> Eligible partner</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “eligible partner” means—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idac2671c9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/1/A"><num value="A">(A)</num><content> the science, engineering, or mathematics department at an institution of higher education, acting in coordination with a school, department, or program of education at an institution of higher education that provides training for teachers and principals; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2671ca-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/1/B"><num value="B">(B)</num><content> a nonprofit entity with expertise in providing professional development for science, technology, engineering, or mathematics teachers.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2671cb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Summer institute</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “summer institute” means an institute, operated during the summer, that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idac2671cc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/2/A"><num value="A">(A)</num><content> is hosted by a National Laboratory or an eligible partner;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2671cd-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/2/B"><num value="B">(B)</num><content> is operated for a period of not less than 2 weeks;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2671ce-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/2/C"><num value="C">(C)</num><content> includes, as a component, a program that provides direct interaction between students and faculty, including personnel of 1 or more National Laboratories who have scientific expertise;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2671cf-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/2/D"><num value="D">(D)</num><content> provides for follow-up training, during the academic year, that is conducted in the classroom; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2671d0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/a/2/E"><num value="E">(E)</num><content> provides hands-on science, technology, engineering, or mathematics laboratory experience for not less than 2 days.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idac2671d1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b"><num value="b" class="bold">(b)</num><heading class="bold"> Summer institute programs authorized</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2671d2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> Programs at the National Laboratories</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary, acting through the Director, shall establish or expand programs of summer institutes at each of the National Laboratories to provide additional training to strengthen the science, technology, engineering, and mathematics teaching skills of teachers employed at public schools for kindergarten through grade 12, in accordance with the activities authorized under paragraphs (3) and (4).</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2671d3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Programs with eligible partners</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idac2671d4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">The Secretary, acting through the Director, shall identify and provide assistance as described in subparagraph (C) to eligible partners to establish or expand programs of summer institutes that provide additional training to strengthen the science, technology, engineering, and mathematics teaching skills of teachers employed at public schools for kindergarten through grade 12, in accordance with paragraphs (3) and (4).</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idac2671d5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Selection criteria</heading><chapeau style="-uslm-lc:I13" class="indent2">In identifying eligible partners under subparagraph (A), the Secretary shall require that partner institutions describe—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idac2671d6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2/B/i"><num value="i">(i)</num><content> how the partner institution has the capability to administer the program in accordance with this section, which may include a description of any existing programs at the institution of the applicant that are targeted at education of science and mathematics teachers and the number of teachers graduated annually from the programs; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idac2671d7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2/B/ii"><num value="ii">(ii)</num><content> how the partner institution will assist the National Laboratory in carrying out the activities described in paragraphs (3) and (4).</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idac2698e8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2/C"><num value="C" class="bold">(C)</num><heading class="bold"> Assistance</heading><chapeau style="-uslm-lc:I13" class="indent2">Consistent with sections 7381b and 7381c of this title, the Director shall make available funds authorized under this section to carry out a program using scientific and engineering staff of the National Laboratories, during which the staff—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idac2698e9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2/C/i"><num value="i">(i)</num><content> assists in providing training to teachers at summer institutes; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idac2698ea-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/2/C/ii"><num value="ii">(ii)</num><content> uses National Laboratory scientific equipment in the training.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2698eb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Required activities</heading><chapeau style="-uslm-lc:I12" class="indent1">Funds authorized under this section shall be used for—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698ec-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/3/A"><num value="A">(A)</num><content> creating opportunities for enhanced and ongoing professional development for teachers that improves the science, technology, engineering, and mathematics content knowledge of the teachers;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698ed-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/3/B"><num value="B">(B)</num><chapeau> training to improve the ability of science, technology, engineering, and mathematics teachers to translate content knowledge and recent developments in pedagogy into classroom practice, including training to use curricula that are—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idac2698ee-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/3/B/i"><num value="i">(i)</num><content> based on scientific research; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idac2698ef-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/3/B/ii"><num value="ii">(ii)</num><content> aligned with challenging State academic content standards;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698f0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/3/C"><num value="C">(C)</num><content> training on the use and integration of technology in the classrooms; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698f1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/3/D"><num value="D">(D)</num><content> supplemental and follow-up professional development activities as described in subsection (a)(2)(D).</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2698f2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/4"><num value="4" class="bold">(4)</num><heading class="bold"> Additional uses of funds</heading><chapeau style="-uslm-lc:I12" class="indent1">Funds authorized under this section may be used for—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698f3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/4/A"><num value="A">(A)</num><content> training and classroom materials to assist in carrying out paragraph (3);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698f4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/4/B"><num value="B">(B)</num><content> expenses associated with scientific and engineering staff at the National Laboratories assisting in providing training to teachers at summer institutes;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698f5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/4/C"><num value="C">(C)</num><content> instruction in the use and integration of data and assessments to inform and instruct classroom practice; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698f6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/b/4/D"><num value="D">(D)</num><content> stipends and travel expenses for teachers participating in the program.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idac2698f7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/c"><num value="c" class="bold">(c)</num><heading class="bold"> Priority</heading><chapeau style="-uslm-lc:I11" class="indent0">To the maximum extent practicable, the Director shall ensure that each summer institute program authorized under subsection (b) provides training to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idac2698f8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/c/1"><num value="1">(1)</num><content> teachers from a wide range of school districts;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idac2698f9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/c/2"><num value="2">(2)</num><content> teachers from high-need school districts; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idac2698fa-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/c/3"><num value="3">(3)</num><content> teachers from groups underrepresented in the fields of science, technology, engineering, and mathematics teaching, including women and members of minority groups.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idac2698fb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/d"><num value="d" class="bold">(d)</num><heading class="bold"> Coordination and consultation</heading><content><p style="-uslm-lc:I11" class="indent0">The Director shall consult and coordinate with the Secretary of Education and the Director of the National Science Foundation regarding the implementation of the programs authorized under subsection (b).</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idac2698fc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/e"><num value="e" class="bold">(e)</num><heading class="bold"> Evaluation and accountability plan</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2698fd-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/e/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Director shall develop an evaluation and accountability plan for the activities funded under this section that measures the impact of the activities.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac2698fe-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/e/2"><num value="2" class="bold">(2)</num><heading class="bold"> Contents</heading><chapeau style="-uslm-lc:I12" class="indent1">The evaluation and accountability plan shall include—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idac2698ff-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/e/2/A"><num value="A">(A)</num><content> measurable objectives to increase the number of science, technology, and mathematics teachers who participate in the summer institutes involved; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idac269900-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/e/2/B"><num value="B">(B)</num><content> measurable objectives for improved student academic achievement on State science, mathematics, and to the maximum extent applicable, technology and engineering assessments.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idac269901-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/e/3"><num value="3" class="bold">(3)</num><heading class="bold"> Report to Congress</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall submit to Congress with the annual budget submission of the Secretary a report on how the activities assisted under this section improve the science, technology, engineering, and mathematics teaching skills of participating teachers.</p>

</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idac269902-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/f"><num value="f" class="bold">(f)</num><heading class="bold"> Authorization of appropriations</heading><chapeau style="-uslm-lc:I11" class="indent0">There are authorized to be appropriated to carry out this section—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idac269903-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/f/1"><num value="1">(1)</num><content> $15,000,000 for fiscal year 2008;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idac269904-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s7381n/f/2"><num value="2">(2)</num><content> $20,000,000 for fiscal year 2009;</content>
