Any foreign country so affected by such emission of pollutant or pollutants shall be invited to appear at any public hearing associated with any revision of the appropriate portion of the applicable implementation plan.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8e7fbd01-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7415/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Reciprocity</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">This section shall apply only to a foreign country which the Administrator determines has given the United States essentially the same rights with respect to the prevention or control of air pollution occurring in that country as is given that country by this section.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8e7fbd02-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s7415/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Recommendations</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Recommendations issued following any abatement conference conducted prior to <date date=\"1977-08-07\">August 7, 1977</date>, shall remain in effect with respect to any pollutant for which no national ambient air quality standard has been established under <ref href=\"/us/usc/t42/s7409\">section 7409 of this title</ref> unless the Administrator, after consultation with all agencies which were party to the conference, rescinds any such recommendation on grounds of obsolescence.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id8e7fbd03-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/act/1955-07-14/ch360\">July 14, 1955, ch. 360</ref>, title I, § 115, formerly § 5, as added <ref href=\"/us/pl/88/206/s1\">Pub.
