No control requirement in effect, or required to be adopted by an order, settlement agreement, or plan in effect before <date date=\"1990-11-15\">November 15, 1990</date>, in any area which is a nonattainment area for any air pollutant may be modified after <date date=\"1990-11-15\">November 15, 1990</date>, in any manner unless the modification insures equivalent or greater emission reductions of such air pollutant.</p>\n</content><sourceCredit id=\"id8e8f25b7-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/act/1955-07-14/ch360\">July 14, 1955, ch. 360</ref>, title I, § 193, as added <ref href=\"/us/pl/101/549/tI/s108\">Pub.
