Such criteria shall take into consideration whether the acceptance of the bequest, gift, or donation would reflect unfavorably on the Director’s <ref class=\"footnoteRef\" idref=\"fn003715\">1</ref><note type=\"footnote\" id=\"fn003715\"><num>1</num> So in original.
