and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac83fb2e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/a/2\"><num value=\"2\">(2)</num><content> shall submit the plan to Congress, not later than 180 days after <date date=\"2005-08-08\">August 8, 2005</date>.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idac83fb2f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Plan requirements</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The plan shall include—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac83fb30-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/b/1\"><num value=\"1\">(1)</num><content> a description of the life cycle cost analysis used to determine the cost-effectiveness of proposed energy efficiency projects;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac83fb31-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/b/2\"><num value=\"2\">(2)</num><content> a schedule of energy surveys to ensure complete surveys of all congressional buildings every 5 years to determine the cost and payback period of energy and water conservation measures;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac83fb32-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/b/3\"><num value=\"3\">(3)</num><content> a strategy for installation of life cycle cost-effective energy and water conservation measures;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac83fb33-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/b/4\"><num value=\"4\">(4)</num><content> the results of a study of the costs and benefits of installation of submetering in congressional buildings; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac83fb34-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/b/5\"><num value=\"5\">(5)</num><content> information packages and “how-to” guides for each Member and employing authority of Congress that detail simple, cost-effective methods to save energy and taxpayer dollars in the workplace.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idac842245-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Annual report</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Architect of the Capitol shall submit to Congress annually a report on congressional energy management and conservation programs required under this section that describes in detail—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac842246-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/c/1\"><num value=\"1\">(1)</num><content> energy expenditures and savings estimates for each facility;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac842247-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/c/2\"><num value=\"2\">(2)</num><content> energy management and conservation projects; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idac842248-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s8259a/c/3\"><num value=\"3\">(3)</num><content> future priorities to ensure compliance with this section.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idac842249-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/95/619/tV/s552\">Pub.
