Probably should be “expanded”.</note> use, consistent with applicable environmental requirements, of coal and other alternate fuels as primary energy sources for existing and new electric powerplants; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a628-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/a/2\"><num value=\"2\">(2)</num><content> the purposes of this chapter are furthered in cases in which coal or other alternate fuels are used by electric powerplants, consistent with applicable environmental requirements, as primary energy sources in lieu of natural gas or petroleum.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idd7e1a629-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Statement of purposes</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The purpose <ref class=\"footnoteRef\" idref=\"fn003754\">2</ref><note type=\"footnote\" id=\"fn003754\"><num>2</num> So in original. Probably should be “purposes”.</note> of this chapter, which shall be carried out in a manner consistent with applicable environmental requirements, are—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a62a-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/1\"><num value=\"1\">(1)</num><content> to reduce the importation of petroleum and increase the Nation’s capability to use indigenous energy resources of the United States to the extent such reduction and use further the goal of national energy self-sufficiency and otherwise are in the best interests of the United States;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a62b-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/2\"><num value=\"2\">(2)</num><content> to encourage and foster the greater use of coal and other alternate fuels, in lieu of natural gas and petroleum, as a primary energy source;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a62c-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/3\"><num value=\"3\">(3)</num><content> to the extent permitted by this chapter, to encourage the use of synthetic gas derived from coal or other alternate fuels;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a62d-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/4\"><num value=\"4\">(4)</num><content> to encourage the rehabilitation and upgrading of railroad service and equipment necessary to transport coal to regions or States which can use coal in greater quantities;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a62e-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/5\"><num value=\"5\">(5)</num><content> to encourage the modernization or replacement of existing and new electric powerplants which utilize natural gas or petroleum as a primary energy source and which cannot utilize coal or other alternate fuels where to do so furthers the conservation of natural gas and petroleum;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a62f-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/6\"><num value=\"6\">(6)</num><content> to require that existing and new electric powerplants which utilize natural gas, petroleum, or coal or other alternate fuels pursuant to this chapter comply with applicable environmental requirements;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a630-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/7\"><num value=\"7\">(7)</num><content> to insure that all Federal agencies utilize their authorities fully in furtherance of the purposes of this chapter by carrying out programs designed to prohibit or discourage the use of natural gas and petroleum as a primary energy source and by taking such actions as lie within their authorities to maximize the efficient use of energy and conserve natural gas and petroleum in programs funded or carried out by such agencies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a631-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/8\"><num value=\"8\">(8)</num><content> to insure that adequate supplies of natural gas are available for essential agricultural uses (including crop drying, seed drying, irrigation, fertilizer production, and production of essential fertilizer ingredients for such uses);</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a632-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/9\"><num value=\"9\">(9)</num><content> to reduce the vulnerability of the United States to energy supply interruptions; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd7e1a633-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s8301/b/10\"><num value=\"10\">(10)</num><content> to regulate interstate commerce.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idd7e1a634-406b-11eb-bd25-fd7436c081d8\">(<ref href=\"/us/pl/95/620/tI/s102\">Pub.
