<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idd8220b65-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203"><num value="9203">§ 9203.</num><heading> Comprehensive program management plan</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8220b66-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/a"><num value="a" class="bold">(a)</num><heading class="bold"> Program activities and periods; consultations with heads of Federal agencies and non-Federal organizations</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary shall prepare a comprehensive program management plan for the research, development, demonstration, and technology application activities to carry out the purposes of this chapter. The program activities shall be conducted in accordance with such comprehensive plan which shall include—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b67-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/a/1"><num value="1">(1)</num><content> a five-year program for small wind energy systems,</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b68-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/a/2"><num value="2">(2)</num><content> an eight-year program for large wind energy systems, and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b69-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/a/3"><num value="3">(3)</num><content> a three-year program for wind resource assessment <ref class="footnoteRef" idref="fn003785">1</ref><note type="footnote" id="fn003785"><num>1</num> So in original. </paragraph>

<continuation style="-uslm-lc:I10" class="indent0 firstIndent0">which shall be consistent with the provisions of sections 9204, 9205, and 9206 of this title. In the preparation of such plan, the Secretary shall consult with the Administrator of the National Aeronautics and Space Administration, the Secretary of the Interior, and the heads of such other Federal agencies and such public and private organizations as he deems appropriate.</continuation>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8220b6a-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/b"><num value="b" class="bold">(b)</num><heading class="bold"> Initial transmittal to Congressional committees</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall transmit the comprehensive program management plan to the Committee on Science and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate within nine months after <date date="1980-09-08">September 8, 1980</date>.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8220b6b-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/c"><num value="c" class="bold">(c)</num><heading class="bold"> Subsequent transmittals to Congress; descriptive statement: current plan, changes, justification for changes, progress, interagency cooperation, and recommendations for achievement of goals</heading><chapeau style="-uslm-lc:I11" class="indent0">Concurrently with the submission of the President’s annual budget to the Congress for each year after the year in which the comprehensive plan is initially transmitted under subsection (b), the Secretary shall transmit to the Congress a detailed description of the comprehensive plan as then in effect, setting forth the modifications which may be necessary to appropriately revise such plan and any changes in circumstances which may have occurred since the plan or the last previous modification thereof was transmitted in accordance with this section. The detailed description of the comprehensive plan under this subsection shall include but need not be limited to a statement setting forth with respect to each of the programs under this chapter any changes in—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b6c-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/c/1"><num value="1">(1)</num><content> the anticipated research, development, demonstration, and technology application objectives to be achieved by the program;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b6d-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/c/2"><num value="2">(2)</num><content> the program elements, management structure, and activities, including any regional aspects and field responsibilities thereof;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b6e-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/c/3"><num value="3">(3)</num><content> the program strategies and technology applications plans, including detailed mile- stone goals to be achieved during the next fiscal year for all major activities and projects;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b6f-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/c/4"><num value="4">(4)</num><content> any significant economic, environmental, and societal effects which the program may have;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b70-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/c/5"><num value="5">(5)</num><content> the total estimated cost of individual program items; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8220b71-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s9203/c/6"><num value="6">(6)</num><content> the estimated relative financial contributions of the Federal Government and non-Federal participants in the program.</content>
</paragraph>

<continuation style="-uslm-lc:I10" class="indent0 firstIndent0">Such description shall also include a detailed justification of any such changes, a detailed description of the progress made toward achieving the goals of this chapter, a statement on the status of interagency cooperation in meeting such goals, and any legislative or other recommendations which the Secretary may have to help attain such goals.</continuation>
