Such plan shall include at a minimum—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id4788fcc0-3271-11e3-ab2f-8f7fedb88afd\" identifier=\"/us/usc/t42/s9304/a/1\"><num value=\"1\">(1)</num><content> a presentation of the program strategy which will be used to achieve the purposes of this chapter;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id4788fcc1-3271-11e3-ab2f-8f7fedb88afd\" identifier=\"/us/usc/t42/s9304/a/2\"><num value=\"2\">(2)</num><content> a five-year program implementation schedule, including identification of detailed milestone goals, with associated budget and program resources requirements;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id4788fcc2-3271-11e3-ab2f-8f7fedb88afd\" identifier=\"/us/usc/t42/s9304/a/3\"><num value=\"3\">(3)</num><content> risk assessments;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id4788fcc3-3271-11e3-ab2f-8f7fedb88afd\" identifier=\"/us/usc/t42/s9304/a/4\"><num value=\"4\">(4)</num><content> supporting research and development needed to solve problems which may inhibit or limit development of magnetic fusion energy systems; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id4788fcc4-3271-11e3-ab2f-8f7fedb88afd\" identifier=\"/us/usc/t42/s9304/a/5\"><num value=\"5\">(5)</num><content> an analysis of institutional, environmental, and economic considerations which are limiting the national magnetic fusion program.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id4788fcc5-3271-11e3-ab2f-8f7fedb88afd\" identifier=\"/us/usc/t42/s9304/b\"><num value=\"b\">(b)</num><content> The Secretary shall transmit the comprehensive program management plan to the Committee on Science and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate not later than <date date=\"1982-01-01\">January 1, 1982</date>.</content>\n</subsection>\n<sourceCredit id=\"id4788fcc6-3271-11e3-ab2f-8f7fedb88afd\">(<ref href=\"/us/pl/96/386/s5\">Pub.
