<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idaca1bc9b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305"><num value="9305">§ 9305.</num><heading> Magnetic fusion engineering center</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaca1bc9c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/a"><num value="a" class="bold">(a)</num><heading class="bold"> Development plan</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall develop a plan for the creation of a national magnetic fusion engineering center for the purpose of accelerating fusion technology development via the concentration and coordination of major magnetic fusion engineering devices and associated activities at such a national center.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaca1bc9d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b"><num value="b" class="bold">(b)</num><heading class="bold"> Factors considered in formulation of development plan</heading><chapeau style="-uslm-lc:I11" class="indent0">In developing the plan, the Secretary shall include relevant factors including, but not limited to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bc9e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/1"><num value="1">(1)</num><content> means of saving cost and time through the establishment of the national center relative to the cost and schedule currently projected for the program;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bc9f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/2"><num value="2">(2)</num><content> means of providing common facilities to be shared by many magnetic fusion concepts;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bca0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/3"><num value="3">(3)</num><content> assessment of the environmental and safety-related aspects of the national center;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bca1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/4"><num value="4">(4)</num><content> provisions for international cooperation in magnetic fusion activities at the national center;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bca2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/5"><num value="5">(5)</num><content> provision of access to facilities for the broader technical involvement of domestic industry and universities in the magnetic fusion energy program;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bca3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/6"><num value="6">(6)</num><content> siting criteria for the national center including a list of potential sites;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bca4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/7"><num value="7">(7)</num><content> the advisability of establishing such a center considering all factors, including the alternative means and associated costs of pursuing such technology; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idaca1bca5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/b/8"><num value="8">(8)</num><content> changes in the management structure of the magnetic fusion program to allow more effective direction of activities related to the national center.</content>
</paragraph>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaca1bca6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9305/c"><num value="c" class="bold">(c)</num><heading class="bold"> Report to Congressional committees</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall submit not later than <date date="1981-07-01">July 1, 1981</date>, a report to the House Committee on Science and Technology and the Senate Committee on Energy and Natural Resources characterizing the plan and setting forth the steps necessary for implementation of the plan, including any steps already implemented.</p>
