<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idacbc7088-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704"><num value="9704">§ 9704.</num><heading> National reactor engineering simulator feasibility study</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacbc7089-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/a"><num value="a" class="bold">(a)</num><heading class="bold"> Consultative requirements; purpose</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary, in consultation with the Commission and the Advisory Committee, shall initiate a study of the need for and feasibility of establishing a reactor engineering simulator facility at a national laboratory, for the primary purpose of fostering research in generic design improvements and simplifications through the simulation of the performance of various types of light water reactors under a wide variety of abnormal conditions and postulated accident conditions.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacbc708a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b"><num value="b" class="bold">(b)</num><heading class="bold"> Applicability of relevant factors</heading><chapeau style="-uslm-lc:I11" class="indent0">In performing the study, the Secretary shall consider relevant factors including, but not limited to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idacbc708b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b/1"><num value="1">(1)</num><content> the potential advantages that would accrue from the establishment of such a facility;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacbc979c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b/2"><num value="2">(2)</num><content> the extent to which such a facility would further the generic safety research and development program established by this chapter;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacbc979d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b/3"><num value="3">(3)</num><content> the extent to which such a facility can be established by nongovernmental entities;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacbc979e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b/4"><num value="4">(4)</num><content> the opportunities for cost sharing by nongovernmental entities in the construction and operation of such a facility;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacbc979f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b/5"><num value="5">(5)</num><content> the importance of such a facility in emergencies to limit the extent of any future nuclear powerplant excursions;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacbc97a0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b/6"><num value="6">(6)</num><content> the potential for international cooperation in the establishment and operation of such a facility; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="idacbc97a1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/b/7"><num value="7">(7)</num><content> the appropriate national laboratory for siting such a facility.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacbc97a2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s9704/c"><num value="c" class="bold">(c)</num><heading class="bold"> Report to Congressional committees</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall, by <date date="1982-01-01">January 1, 1982</date>, submit to the Committee on Science and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report characterizing the study and the resulting conclusions and recommendations.</p>
