value=\"9840a\">§ 9840a.</num><heading> Early Head Start programs</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idacca7a1f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall make grants to entities (referred to in this subchapter as “Early Head Start agencies”) in accordance with this section for programs (referred to in this subchapter as “Early Head Start programs”) providing family-centered services for low-income families with very young children designed to promote the development of the children, and to enable their parents to fulfill their roles as parents and to move toward self-sufficiency.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idacca7a20-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Scope and design of programs</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In carrying out a program described in subsection (a), an entity receiving assistance under this section shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a21-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/1\"><num value=\"1\">(1)</num><content> provide, either directly or through referral, early, continuous, intensive, and comprehensive child development and family support services that will enhance the physical, social, emotional, and intellectual development of participating children;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a22-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/2\"><num value=\"2\">(2)</num><content> ensure that the level of services provided to families responds to their needs and circumstances;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a23-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/3\"><num value=\"3\">(3)</num><content> promote positive parent-child interactions;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a24-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/4\"><num value=\"4\">(4)</num><content> provide services to parents to support their role as parents (including parenting skills training and training in basic child development) and services to help the families move toward self-sufficiency (including educational and employment services, as appropriate);</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a25-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/5\"><num value=\"5\">(5)</num><content> coordinate services with services provided by programs in the State (including home-based services) and programs in the community (including programs for infants and toddlers with disabilities and programs for homeless infants and toddlers) to ensure a comprehensive array of services (such as health and mental health services and family support services);</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a26-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/6\"><num value=\"6\">(6)</num><content> ensure that children with documented behavioral problems, including problems involving behavior related to prior or existing trauma, receive appropriate screening and referral;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a27-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/7\"><num value=\"7\">(7)</num><content> ensure formal linkages with local Head Start programs in order to provide for continuity of services for children and families;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a28-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/8\"><num value=\"8\">(8)</num><content> develop and implement a systematic procedure for transitioning children and parents from an Early Head Start program to a Head Start program or other local early childhood education and development program;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a29-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/9\"><num value=\"9\">(9)</num><content> establish channels of communication between staff of the Early Head Start program, and staff of a Head Start program or other local providers of early childhood education and development programs, to facilitate the coordination of programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a2a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/10\"><num value=\"10\">(10)</num><content> in the case of a Head Start agency that operates a program and that also provides Head Start services through the age of mandatory school attendance, ensure that children and families participating in the program receive such services through such age;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idacca7a2b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/11\"><num value=\"11\">(11)</num><content> ensure formal linkages with providers of early intervention services for infants and toddlers with disabilities under the Individuals with Disabilities Education Act (<ref href=\"/us/usc/t20/s1400\">20 U.S.C. 1400</ref> et seq.), with the State interagency coordinating council, as established in part C of the Individuals with Disabilities Education Act (<ref href=\"/us/usc/t20/s1431\">20 U.S.C. 1431</ref> et seq.), and with the agency responsible for administering <ref href=\"/us/usc/t42/s5106a\">section 5106a of this title</ref>;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa13c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/b/12\"><num value=\"12\">(12)</num><content> meet such other requirements concerning design and operation of the program described in subsection (a) as the Secretary may establish.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaccaa13d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Persons eligible to participate</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">Persons who may participate in programs described in subsection (a) include—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa13e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/c/1\"><num value=\"1\">(1)</num><content> pregnant women; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa13f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/c/2\"><num value=\"2\">(2)</num><content> families with children under age 3;</content>\n</paragraph>\n\n<continuation style=\"-uslm-lc:I10\" class=\"indent0 firstIndent0\">who meet the eligibility criteria specified in <ref href=\"/us/usc/t42/s9840/a/1\">section 9840(a)(1) of this title</ref>, including the criteria specified in <ref href=\"/us/usc/t42/s9840/a/1/B/ii\">section 9840(a)(1)(B)(ii) of this title</ref>.</continuation>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaccaa140-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Eligible service providers</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">To be eligible to receive assistance under this section, an entity shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require. Entities that may apply to carry out activities under this section include—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa141-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/d/1\"><num value=\"1\">(1)</num><content> entities operating Head Start programs under this subchapter;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa142-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/d/2\"><num value=\"2\">(2)</num><content> entities operating Indian Head Start programs or migrant or seasonal Head Start programs; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa143-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/d/3\"><num value=\"3\">(3)</num><content> other public entities, and nonprofit or for-profit private entities, including community-based and faith-based organizations, capable of providing child and family services that meet the standards for participation in programs under this subchapter and meet such other appropriate requirements relating to the activities under this section as the Secretary may establish.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaccaa144-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Selection of grant recipients</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall award grants under this section on a competitive basis to applicants meeting the criteria specified in subsection (d) (giving priority to entities with a record of providing early, continuous, and comprehensive childhood development and family services).</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaccaa145-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Distribution</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In awarding grants to eligible applicants under this section, the Secretary shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa146-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/f/1\"><num value=\"1\">(1)</num><content> ensure an equitable national geographic distribution of the grants; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccaa147-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/f/2\"><num value=\"2\">(2)</num><content> award grants to applicants proposing to serve communities in rural areas and to applicants proposing to serve communities in urban areas.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaccaa148-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g\"><num value=\"g\" class=\"bold\">(g)</num><heading class=\"bold\"> Monitoring, training, technical assistance, and evaluation</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaccaa149-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Requirement</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">In order to ensure the successful operation of programs assisted under this section, the Secretary shall use funds made available under <ref href=\"/us/usc/t42/s9835/a/2/E\">section 9835(a)(2)(E) of this title</ref> to monitor the operation of such programs, and funds made available under <ref href=\"/us/usc/t42/s9835/a/2/C/i/I\">section 9835(a)(2)(C)(i)(I) of this title</ref> to provide training and technical assistance tailored to the particular needs of such programs, consistent with <ref href=\"/us/usc/t42/s9835/c\">section 9835(c) of this title</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaccaa14a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Training and technical assistance</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"idaccaa14b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> Activities</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">Of the portion set aside under <ref href=\"/us/usc/t42/s9835/a/2/C/i/I\">section 9835(a)(2)(C)(i)(I) of this title</ref>—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaccaa14c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/i\"><num value=\"i\">(i)</num><content> not less than 50 percent shall be made available to Early Head Start agencies to use directly, which may include, at their discretion, the establishment of local or regional agreements with community experts, institutions of higher education, or private consultants, for training and technical assistance activities in order to make program improvements identified by such agencies;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaccaa14d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/ii\"><num value=\"ii\">(ii)</num><content> not less than 25 percent shall be available to the Secretary to support a State-based training and technical assistance system, or a national system, described in <ref href=\"/us/usc/t42/s9843/e\">section 9843(e) of this title</ref>, including infant and toddler specialists, to support Early Head Start agencies, consistent with subparagraph (B); and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaccaa14e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii\"><num value=\"iii\">(iii)</num><chapeau> the remainder of such amount shall be made available to the Secretary to assist Early Head Start agencies in meeting and exceeding the standards described in <ref href=\"/us/usc/t42/s9836a/a/1\">section 9836a(a)(1) of this title</ref> (directly, or through grants, contracts, or other agreements or arrangements with an entity with demonstrated expertise relating to infants, toddlers, and families) by—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"idaccac85f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii/I\"><num value=\"I\">(I)</num><content> providing ongoing training and technical assistance to Early Head Start agencies, including developing training and technical assistance materials and resources to support program development and improvement and best practices in providing services to children and families served by Early Head Start programs;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"idaccac860-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii/II\"><num value=\"II\">(II)</num><content> supporting a national network of infant and toddler specialists designed to improve the quality of Early Head Start programs;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"idaccac861-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii/III\"><num value=\"III\">(III)</num><content> providing ongoing training and technical assistance on Early Head Start program development and improvement for regional staff charged with monitoring and overseeing the administration of the program carried out under this section; and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"idaccac862-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii/IV\"><num value=\"IV\">(IV)</num><chapeau> if funds remain after the activities described in subclauses (I), (II), and (III) are carried out, carry out 1 or more of the following activities:</chapeau><item style=\"-uslm-lc:I580434\" class=\"indent5\" id=\"idaccac863-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii/IV/aa\"><num value=\"aa\">(aa)</num><content> Providing support and program planning and implementation assistance for new Early Head Start agencies, including for agencies who want to use funds as described in <ref href=\"/us/usc/t42/s9840/a/5\">section 9840(a)(5) of this title</ref> to serve infants and toddlers.</content>\n</item>\n<item style=\"-uslm-lc:I580434\" class=\"indent5\" id=\"idaccac864-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii/IV/bb\"><num value=\"bb\">(bb)</num><content> Creating special training and technical assistance initiatives targeted to serving high-risk populations, such as children in the child welfare system and homeless children.</content>\n</item>\n<item style=\"-uslm-lc:I580434\" class=\"indent5\" id=\"idaccac865-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/A/iii/IV/cc\"><num value=\"cc\">(cc)</num><content> Providing professional development designed to increase program participation for underserved populations of eligible children.</content>\n</item>\n</subclause>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"idaccac866-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Contracts</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">For the purposes of supporting a State-based system, as described in subparagraph (A)(ii), that will meet the needs of Early Head Start agencies and provide high-quality, sustained, and intensive training and technical assistance on programming for infants and toddlers to Early Head Start agencies, and in order to help such agencies meet or exceed the standards described in <ref href=\"/us/usc/t42/s9836a/a/1\">section 9836a(a)(1) of this title</ref>, the Secretary shall—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaccac867-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/B/i\"><num value=\"i\">(i)</num><content> use funds reserved under subparagraph (A)(ii) in combination with funds reserved under <ref href=\"/us/usc/t42/s9835/a/2/C/i/II/bb\">section 9835(a)(2)(C)(i)(II)(bb) of this title</ref> to ensure the contracts described in <ref href=\"/us/usc/t42/s9843/e/1\">section 9843(e)(1) of this title</ref> provide for a minimum of 1 full-time specialist with demonstrated expertise in the development of infants and toddlers; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idaccac868-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/g/2/B/ii\"><num value=\"ii\">(ii)</num><content> ensure that such contracts and the services provided in the contracts are integrated with and augment the contracts awarded and services provided under <ref href=\"/us/usc/t42/s9843/e\">section 9843(e) of this title</ref>;</content>\n</clause>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaccac869-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/h\"><num value=\"h\" class=\"bold\">(h)</num><heading class=\"bold\"> Center-based staff</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccac86a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/h/1\"><num value=\"1\">(1)</num><content> ensure that, not later than <date date=\"2010-09-30\">September 30, 2010</date>, all teachers providing direct services to children and families participating in Early Head Start programs located in Early Head Start centers, have a minimum of a child development associate credential, and have been trained (or have equivalent coursework) in early childhood development; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idaccac86b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/h/2\"><num value=\"2\">(2)</num><content> establish staff qualification goals to ensure that not later than <date date=\"2012-09-30\">September 30, 2012</date>, all such teachers have been trained (or have equivalent coursework) in early childhood development with a focus on infant and toddler development.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idaccac86c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i\"><num value=\"i\" class=\"bold\">(i)</num><heading class=\"bold\"> Staff qualifications and development</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaccac86d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Home visitor staff standards</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">In order to further enhance the quality of home visiting services provided to families of children participating in home-based, center-based, or combination program options under this subchapter, the Secretary shall establish standards for training, qualifications, and the conduct of home visits for home visitor staff in Early Head Start programs.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idaccac86e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Contents of standards</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The standards for training, qualifications, and the conduct of home visits shall include content related to—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaccac86f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/2/A\"><num value=\"A\">(A)</num><content> structured child-focused home visiting that promotes parents’ ability to support the child’s cognitive, social, emotional, and physical development;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaccac870-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/2/B\"><num value=\"B\">(B)</num><content> effective strengths-based parent education, including methods to encourage parents as their child’s first teachers;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaccac871-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/2/C\"><num value=\"C\">(C)</num><content> early childhood development with respect to children from birth through age 3;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaccac872-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/2/D\"><num value=\"D\">(D)</num><content> methods to help parents promote emergent literacy in their children from birth through age 3, including use of research-based strategies to support the development of literacy and language skills for children who are limited English proficient;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaccaef83-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/2/E\"><num value=\"E\">(E)</num><content> ascertaining what health and developmental services the family receives and working with providers of these services to eliminate gaps in service by offering annual health, vision, hearing, and developmental screening for children from birth to entry into kindergarten, when needed;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idaccaef84-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s9840a/i/2/F\"><num value=\"F\">(F)</num><content> strategies for helping families coping with crisis;
