<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id297fcb04-ec39-11e5-ad67-f2514918e263" identifier="/us/usc/t47/s161"><num value="161">§ 161.</num><heading> Regulatory reform</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id297fcb05-ec39-11e5-ad67-f2514918e263" identifier="/us/usc/t47/s161/a"><num value="a" class="bold">(a)</num><heading class="bold"> Biennial review of regulations</heading><chapeau>In every even-numbered year (beginning with 1998), the Commission—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id297fcb06-ec39-11e5-ad67-f2514918e263" identifier="/us/usc/t47/s161/a/1"><num value="1">(1)</num><content> shall review all regulations issued under this chapter in effect at the time of the review that apply to the operations or activities of any provider of telecommunications service; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id297fcb07-ec39-11e5-ad67-f2514918e263" identifier="/us/usc/t47/s161/a/2"><num value="2">(2)</num><content> shall determine whether any such regulation is no longer necessary in the public interest as the result of meaningful economic competition between providers of such service.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id297fcb08-ec39-11e5-ad67-f2514918e263" identifier="/us/usc/t47/s161/b"><num value="b" class="bold">(b)</num><heading class="bold"> Effect of determination</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall repeal or modify any regulation it determines to be no longer necessary in the public interest.</p>
