<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id0f2a4acd-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644"><num value="644">§ 644.</num><heading> Improving data accuracy</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id0f2a4ace-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/a"><num value="a" class="bold">(a)</num><heading class="bold"> Audits</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall conduct regular audits of information submitted to the Commission by providers under <ref href="/us/usc/t47/s642/b/2">section 642(b)(2) of this title</ref> to ensure that the providers are complying with this subchapter.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id0f2a4acf-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b"><num value="b" class="bold">(b)</num><heading class="bold"> Crowdsourcing</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id0f2a4ad0-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Commission shall develop a process through which entities or individuals in the United States may submit specific information about the deployment and availability of broadband internet access service in the United States on an ongoing basis so that the information may be used to verify and supplement information provided by providers of broadband internet access service for inclusion in the maps created under <ref href="/us/usc/t47/s642/c/1">section 642(c)(1) of this title</ref>.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id0f2a4ad1-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Collaboration</heading><chapeau style="-uslm-lc:I12" class="indent1">As part of the efforts of the Commission to facilitate the ability of entities and individuals to submit information under paragraph (1), the Commission shall—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id0f2a71e2-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2/A"><num value="A">(A)</num><chapeau> prioritize the consideration of data provided by data collection applications used by consumers that the Commission has determined—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id0f2a71e3-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2/A/i"><num value="i">(i)</num><content> are highly reliable; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id0f2a71e4-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2/A/ii"><num value="ii">(ii)</num><content> have proven methodologies for determining network coverage and network performance;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0f2a71e5-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2/B"><num value="B">(B)</num><content> not later than 1 year after <date date="2020-03-23">March 23, 2020</date>, conclude a process that tests the feasibility of partnering with Federal agencies that operate delivery fleet vehicles, including the United States Postal Service, to facilitate the collection and submission of information described in that paragraph; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0f2a71e6-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2/C"><num value="C">(C)</num><chapeau> not later than 14 months after <date date="2020-03-23">March 23, 2020</date>, publish on the website of the Commission, and submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Energy and Commerce of the House of Representatives, a report regarding the testing described in subparagraph (B), which shall include—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id0f2a71e7-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2/C/i"><num value="i">(i)</num><content> a determination regarding whether the partnerships with Federal agencies described in that subparagraph are able to facilitate the collection and submission of information described in paragraph (1); and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id0f2a71e8-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/b/2/C/ii"><num value="ii">(ii)</num><content> any steps that the Commission plans to take to facilitate the partnerships described in that subparagraph.</content>
</clause>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id0f2a71e9-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/c"><num value="c" class="bold">(c)</num><heading class="bold"> Technical assistance to Indian Tribes</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id0f2a98fa-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">Subject to paragraph (2), the Commission shall hold workshops for Tribal Governments in each of the 12 Bureau of Indian Affairs regions to provide technical assistance with the collection and submission of data under <ref href="/us/usc/t47/s642/a/2">section 642(a)(2) of this title</ref>.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id0f2a98fb-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Annual review</heading><content><p style="-uslm-lc:I12" class="indent1">Each year, the Commission, in consultation with Indian Tribes, shall review the need for continued workshops required under paragraph (1).</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id0f2a98fc-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/d"><num value="d" class="bold">(d)</num><heading class="bold"> Technical assistance to small service providers</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall establish a process through which a provider that has fewer than 100,000 active broadband internet access service connections may request and receive assistance from the Commission with respect to geographic information system data processing to ensure that the provider is able to comply with the requirements under <ref href="/us/usc/t47/s642/b">section 642(b) of this title</ref> in a timely and accurate manner.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id0f2a98fd-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/e"><num value="e" class="bold">(e)</num><heading class="bold"> Technical assistance to State, local, and Tribal governments and consumers</heading><chapeau style="-uslm-lc:I11" class="indent0">The Commission shall provide technical assistance to consumers and State, local, and Tribal governmental entities with respect to the challenge process established under <ref href="/us/usc/t47/s642/b/5">section 642(b)(5) of this title</ref>, which shall include—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id0f2a98fe-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/e/1"><num value="1">(1)</num><content> detailed tutorials and webinars; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0f2a98ff-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/e/2"><num value="2">(2)</num><content> the provision of staff of the Commission to provide assistance, as needed, throughout the entirety of the challenge process.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id0f2ac010-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/f"><num value="f" class="bold">(f)</num><heading class="bold"> GAO Assessment of Fabric source data</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id0f2ac011-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/f/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Comptroller General of the United States shall conduct an assessment of key data sources that are used for purposes of the Fabric to identify and geocode locations where fixed broadband internet access service can be installed in order for the Comptroller General to develop recommendations for how the quality and completeness of those data sources can be improved as data sources for the Fabric.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id0f2ac012-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/f/2"><num value="2" class="bold">(2)</num><heading class="bold"> Sources included</heading><chapeau style="-uslm-lc:I12" class="indent1">For the purposes of the assessment conducted under paragraph (1), the key data sources described in that paragraph shall include—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id0f2ac013-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/f/2/A"><num value="A">(A)</num><content> any relevant sources of Federal data, including the National Address Database administered by the Department of Transportation;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0f2ac014-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/f/2/B"><num value="B">(B)</num><content> State- and county-level digitized parcel data; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0f2ac015-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/f/2/C"><num value="C">(C)</num><content> property tax attribute recording.</content>
</subparagraph>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id0f2ac016-188c-11eb-9054-eff4ebea7f1f" identifier="/us/usc/t47/s644/f/3"><num value="3" class="bold">(3)</num><heading class="bold"> Report</heading><content><p style="-uslm-lc:I12" class="indent1">Not later than 1 year after <date date="2020-03-23">March 23, 2020</date>, the Comptroller General of the United States shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Energy and Commerce of the House of Representatives a report that contains the recommendations developed under paragraph (1).</p>
