L. 99–239, title III, § 301, Jan. 14, 1986, 99 Stat. 1836.)","seq_in_title":581,"parent_identifier":"/us/usc/t48/ch19","ancestors":[{"identifier":"/us/usc/t48","level":"title","num":"Title 48—","heading":"TERRITORIES AND INSULAR POSSESSIONS","status":null,"is_section":false},{"identifier":"/us/usc/t48/ch19","level":"chapter","num":"CHAPTER 19—","heading":"PACIFIC POLICY REPORTS","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id832c8395-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001\"><num value=\"2001\">§ 2001.</num><heading> Findings</heading>\n<chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Congress finds that—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id832c8396-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/1\"><num value=\"1\">(1)</num><content> the United States does not have a clearly defined policy for United States noncontiguous Pacific areas (including the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the State of Hawaii, and the State of Alaska) and for United States-associated noncontiguous Pacific areas (including the Federated States of Micronesia, the Marshall Islands, and Palau);</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id832c8397-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/2\"><num value=\"2\">(2)</num><content> the Federal Government has often failed to consider the implications for, effects on, and potential of noncontiguous Pacific areas in the formulation and conduct of foreign and domestic policy, to the detriment of both the attainment of the objectives of Federal policy and noncontiguous Pacific areas;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id832c8398-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/3\"><num value=\"3\">(3)</num><content> policies and programs designed for the United States as a whole may impose inappropriate standards on noncontiguous Pacific areas because of their unique circumstances and needs; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id832c8399-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/4\"><num value=\"4\">(4)</num><chapeau> the present Federal organizational arrangements for liaison with (and providing assistance to) the insular areas may not be adequate—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id832c839a-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/4/A\"><num value=\"A\">(A)</num><content> to coordinate the delivery of Federal programs and services to noncontiguous Pacific areas;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id832c839b-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/4/B\"><num value=\"B\">(B)</num><content> to provide a consistent basis for administration of programs;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id832c839c-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/4/C\"><num value=\"C\">(C)</num><content> to adapt policy to the special requirements of each area and modify the application of Federal programs, laws, and regulations accordingly;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id832c839d-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/4/D\"><num value=\"D\">(D)</num><content> to be responsive to the Congress in the discharge of its responsibilities; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id832c839e-a3d3-11e9-9da3-b3234278fbba\" identifier=\"/us/usc/t48/s2001/4/E\"><num value=\"E\">(E)</num><content> to attain the international obligations of the United States.</content>\n</subparagraph>\n</paragraph>\n<sourceCredit id=\"id832c839f-a3d3-11e9-9da3-b3234278fbba\">(<ref href=\"/us/pl/99/239/tIII/s301\">Pub.
