<chapeau style="-uslm-lc:I11" class="indent0">This chapter does not—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id9160bab3-3691-11e3-925d-b2b792679ef3" identifier="/us/usc/t49/s20110/1"><num value="1">(1)</num><content> authorize the Secretary of Transportation to prescribe regulations and issue orders related to qualifications of employees, except qualifications specifically related to safety; or</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id9160bab4-3691-11e3-925d-b2b792679ef3" identifier="/us/usc/t49/s20110/2"><num value="2">(2)</num><content> prohibit the bargaining representatives of railroad carriers and their employees from making collective bargaining agreements under the Railway Labor Act (<ref href="/us/usc/t45/s151">45 U.S.C. 151</ref> et seq.), including agreements related to qualifications of employees, that are not inconsistent with regulations prescribed and orders issued under this chapter.</content>
