<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id3522015e-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503"><num value="30503">§ 30503.</num><heading> State participation</heading><subsection style="-uslm-lc:I11" class="indent0" id="id3522015f-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/a"><num value="a">(a)</num><heading> <inline class="small-caps">State Information</inline>.—</heading><content>Each State shall make titling information maintained by that State available for use in operating the National Motor Vehicle Title Information System established or designated under <ref href="/us/usc/t49/s30502">section 30502 of this title</ref>.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id35220160-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/b"><num value="b">(b)</num><heading> <inline class="small-caps">Verification Checks</inline>.—</heading><chapeau>Each State shall establish a practice of performing an instant title verification check before issuing a certificate of title to an individual or entity claiming to have purchased an automobile from an individual or entity in another State. The check shall consist of—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id35220161-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/b/1"><num value="1">(1)</num><chapeau> communicating to the operator—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id35220162-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/b/1/A"><num value="A">(A)</num><content> the vehicle identification number of the automobile for which the certificate of title is sought;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id35220163-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/b/1/B"><num value="B">(B)</num><content> the name of the State that issued the most recent certificate of title for the automobile; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id35220164-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/b/1/C"><num value="C">(C)</num><content> the name of the individual or entity to whom the certificate of title was issued; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35220165-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/b/2"><num value="2">(2)</num><content> giving the operator an opportunity to communicate to the participating State the results of a search of the information.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id35220166-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/c"><num value="c">(c)</num><heading> <inline class="small-caps">Grants to States</inline>.—</heading><paragraph style="-uslm-lc:I11" class="indent0" id="id35220167-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/c/1"><num value="1">(1)</num><chapeau> In cooperation with the States and not later than <date date="1994-01-01">January 1, 1994</date>, the Attorney General shall—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id35220168-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/c/1/A"><num value="A">(A)</num><content> conduct a review of systems used by the States to compile and maintain information about the titling of automobiles; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id35220169-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/c/1/B"><num value="B">(B)</num><content> determine for each State the cost of making titling information maintained by that State available to the operator to meet the requirements of <ref href="/us/usc/t49/s30502/d">section 30502(d) of this title</ref>.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I11" class="indent0" id="id3522016a-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/c/2"><num value="2">(2)</num><content> The Attorney General may make reasonable and necessary grants to participating States to be used in making titling information maintained by those States available to the operator.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id3522016b-ec39-11e5-b01e-e2270cb35279" identifier="/us/usc/t49/s30503/d"><num value="d">(d)</num><heading> <inline class="small-caps">Report to Congress</inline>.—</heading><content>Not later than <date date="1998-10-01">October 1, 1998</date>, the Attorney General shall report to Congress on which States have met the requirements of this section. If a State has not met the requirements, the Attorney General shall describe the impediments that have resulted in the State’s failure to meet the requirements.</content>
