<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id881f4b87-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311"><num value="311">§ 311.</num><heading> Congressional notification requirements</heading><subsection style="-uslm-lc:I11" class="indent0" id="id881f4b88-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/a"><num value="a">(a)</num><heading> <inline class="small-caps">In General</inline>.—</heading><content>Except as provided in subsection (b) or as expressly provided in another provision of law, the Secretary of Transportation shall provide to the appropriate committees of Congress notice of an announcement concerning a covered project at least 3 full business days before the announcement is made by the Department.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id881f4b89-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/b"><num value="b">(b)</num><heading> <inline class="small-caps">Emergency Program</inline>.—</heading><chapeau>With respect to an allocation of funds under <ref href="/us/usc/t23/s125">section 125 of title 23</ref>, the Secretary shall provide to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate notice of the allocation—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id881f4b8a-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/b/1"><num value="1">(1)</num><content> at least 3 full business days before the issuance of the allocation; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id881f4b8b-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/b/2"><num value="2">(2)</num><content> concurrently with the issuance of the allocation, if the allocation is made using the quick release process of the Department (or any successor process).</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id881f4b8c-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/c"><num value="c">(c)</num><heading> <inline class="small-caps">Definitions</inline>.—</heading><chapeau>In this section, the following definitions apply:</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id881f4b8d-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/c/1"><num value="1">(1)</num><heading> <inline class="small-caps">Appropriate committees of congress</inline>.—</heading><chapeau>The term “appropriate committees of Congress” means—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id881f4b8e-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/c/1/A"><num value="A">(A)</num><content> the Committee on Transportation and Infrastructure of the House of Representatives; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id881f4b8f-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/c/1/B"><num value="B">(B)</num><content> the Committee on Environment and Public Works, the Committee on Commerce, Science, and Transportation, and the Committee on Banking, Housing, and Urban Affairs of the Senate.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id881f4b90-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/c/2"><num value="2">(2)</num><heading> <inline class="small-caps">Covered project</inline>.—</heading><content>The term “covered project” means a project competitively selected by the Department to receive a discretionary grant award, letter of intent, loan commitment, loan guarantee commitment, or line of credit commitment in an amount equal to or greater than $750,000.</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id881f4b91-a3d3-11e9-a7cd-8d0abbe94c89" identifier="/us/usc/t49/s311/c/3"><num value="3">(3)</num><heading> <inline class="small-caps">Department</inline>.—</heading><content>The term “Department” means the Department of Transportation, including the modal administrations of the Department.</content>
