<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id3f155f4a-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101"><num value="70101">§ 70101.</num><heading> National multimodal freight policy</heading><subsection style="-uslm-lc:I11" class="indent0" id="id3f155f4b-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/a"><num value="a">(a)</num><heading> <inline class="small-caps">In General</inline>.—</heading><content>It is the policy of the United States to maintain and improve the condition and performance of the National Multimodal Freight Network established under section 70103 to ensure that the Network provides a foundation for the United States to compete in the global economy and achieve the goals described in subsection (b).</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id3f155f4c-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b"><num value="b">(b)</num><heading> <inline class="small-caps">Goals</inline>.—</heading><chapeau>The goals of the national multimodal freight policy are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f4d-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/1"><num value="1">(1)</num><chapeau> to identify infrastructure improvements, policies, and operational innovations that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id3f155f4e-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/1/A"><num value="A">(A)</num><content> strengthen the contribution of the National Multimodal Freight Network to the economic competitiveness of the United States;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id3f155f4f-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/1/B"><num value="B">(B)</num><content> reduce congestion and eliminate bottlenecks on the National Multimodal Freight Network; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id3f155f50-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/1/C"><num value="C">(C)</num><content> increase productivity, particularly for domestic industries and businesses that create high-value jobs;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f51-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/2"><num value="2">(2)</num><content> to improve the safety, security, efficiency, and resiliency of multimodal freight transportation;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f52-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/3"><num value="3">(3)</num><content> to achieve and maintain a state of good repair on the National Multimodal Freight Network;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f53-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/4"><num value="4">(4)</num><content> to use innovation and advanced technology to improve the safety, efficiency, and reliability of the National Multimodal Freight Network;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f54-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/5"><num value="5">(5)</num><content> to improve the economic efficiency and productivity of the National Multimodal Freight Network;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f55-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/6"><num value="6">(6)</num><content> to improve the reliability of freight transportation;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f56-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/7"><num value="7">(7)</num><chapeau> to improve the short- and long-distance movement of goods that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id3f155f57-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/7/A"><num value="A">(A)</num><content> travel across rural areas between population centers;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id3f155f58-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/7/B"><num value="B">(B)</num><content> travel between rural areas and population centers; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id3f155f59-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/7/C"><num value="C">(C)</num><content> travel from the Nation’s ports, airports, and gateways to the National Multimodal Freight Network;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f5a-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/8"><num value="8">(8)</num><content> to improve the flexibility of States to support multi-State corridor planning and the creation of multi-State organizations to increase the ability of States to address multimodal freight connectivity;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f5b-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/9"><num value="9">(9)</num><content> to reduce the adverse environmental impacts of freight movement on the National Multimodal Freight Network; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f5c-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/b/10"><num value="10">(10)</num><content> to pursue the goals described in this subsection in a manner that is not burdensome to State and local governments.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id3f155f5d-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/c"><num value="c">(c)</num><heading> <inline class="small-caps">Implementation</inline>.—</heading><chapeau>The Assistant Secretary for Multimodal Freight, who shall be responsible for the oversight and implementation of the national multimodal freight policy, shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f5e-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/c/1"><num value="1">(1)</num><content> carry out sections 70102 and 70103;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f5f-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/c/2"><num value="2">(2)</num><content> assist with the coordination of modal freight planning; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3f155f60-7fa1-11ec-9118-e82f24c6522f" identifier="/us/usc/t49/s70101/c/3"><num value="3">(3)</num><content> identify interagency data sharing opportunities to promote freight planning and coordination.</content>
