<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id109b2668-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313"><num value="313">§ 313.</num><heading> Evaluation Officers</heading><subsection style="-uslm-lc:I11" class="indent0" id="id109b2669-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/a"><num value="a">(a)</num><heading> <inline class="small-caps">Establishment</inline>.—</heading><content>The head of each agency shall designate a senior employee of the agency as the Evaluation Officer of the agency.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id109b266a-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/b"><num value="b">(b)</num><heading> <inline class="small-caps">Qualifications</inline>.—</heading><content>The Evaluation Officer of an agency shall be appointed or designated without regard to political affiliation and based on demonstrated expertise in evaluation methodology and practices and appropriate expertise to the disciplines of the agency.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id109b266b-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/c"><num value="c">(c)</num><heading> <inline class="small-caps">Coordination</inline>.—</heading><content>The Evaluation Officer of an agency shall, to the extent practicable, coordinate activities with agency officials necessary to carry out the functions required under subsection (d).</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id109b266c-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/d"><num value="d">(d)</num><heading> <inline class="small-caps">Functions</inline>.—</heading><chapeau>The Evaluation Officer of each agency shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id109b4d7d-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/d/1"><num value="1">(1)</num><content> continually assess the coverage, quality, methods, consistency, effectiveness, independence, and balance of the portfolio of evaluations, policy research, and ongoing evaluation activities of the agency;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id109b4d7e-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/d/2"><num value="2">(2)</num><content> assess agency capacity to support the development and use of evaluation;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id109b4d7f-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/d/3"><num value="3">(3)</num><content> establish and implement an agency evaluation policy; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id109b4d80-81bc-11eb-8b8f-cf900944cd12" identifier="/us/usc/t5/s313/d/4"><num value="4">(4)</num><content> coordinate, develop, and implement the plans required under section 312.</content>
