<chapeau style="-uslm-lc:I11" class="indent0">The purposes of this subchapter are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id7a234413-8841-11e3-a17e-af2311883083" identifier="/us/usc/t5/s591/1"><num value="1">(1)</num><content> to provide suitable arrangements through which Federal agencies, assisted by outside experts, may cooperatively study mutual problems, exchange information, and develop recommendations for action by proper authorities to the end that private rights may be fully protected and regulatory activities and other Federal responsibilities may be carried out expeditiously in the public interest;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id7a234414-8841-11e3-a17e-af2311883083" identifier="/us/usc/t5/s591/2"><num value="2">(2)</num><content> to promote more effective public participation and efficiency in the rulemaking process;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id7a234415-8841-11e3-a17e-af2311883083" identifier="/us/usc/t5/s591/3"><num value="3">(3)</num><content> to reduce unnecessary litigation in the regulatory process;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id7a234416-8841-11e3-a17e-af2311883083" identifier="/us/usc/t5/s591/4"><num value="4">(4)</num><content> to improve the use of science in the regulatory process; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id7a234417-8841-11e3-a17e-af2311883083" identifier="/us/usc/t5/s591/5"><num value="5">(5)</num><content> to improve the effectiveness of laws applicable to the regulatory process.</content>
