<chapeau style="-uslm-lc:I11" class="indent0">The 9/11 Commission has made the following recommendations:</chapeau><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id40521442-ec39-11e5-8acd-dd5246dae396" identifier="/us/usc/t50/s2901/1"><num value="1" class="bold">(1)</num><heading class="bold"> Strengthen “counter-proliferation” efforts</heading><content><p style="-uslm-lc:I12" class="indent1">The United States should work with the international community to develop laws and an international legal regime with universal jurisdiction to enable any state in the world to capture, interdict, and prosecute smugglers of nuclear material.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id40521443-ec39-11e5-8acd-dd5246dae396" identifier="/us/usc/t50/s2901/2"><num value="2" class="bold">(2)</num><heading class="bold"> Expand the Proliferation Security Initiative</heading><chapeau>In carrying out the Proliferation Security Initiative, the United States should—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id40521444-ec39-11e5-8acd-dd5246dae396" identifier="/us/usc/t50/s2901/2/A"><num value="A">(A)</num><content> use intelligence and planning resources of the North Atlantic Treaty Organization (NATO) alliance;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id40521445-ec39-11e5-8acd-dd5246dae396" identifier="/us/usc/t50/s2901/2/B"><num value="B">(B)</num><content> make participation open to non-NATO countries; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id40521446-ec39-11e5-8acd-dd5246dae396" identifier="/us/usc/t50/s2901/2/C"><num value="C">(C)</num><content> encourage Russia and the People’s Republic of China to participate.</content>
