value=\"192\">§ 192.</num><heading> Homeland Security Institute</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id59bc2c16-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Establishment</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall establish a federally funded research and development center to be known as the “Homeland Security Institute” (in this section referred to as the “Institute”).</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id59bc2c17-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Administration</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Institute shall be administered as a separate entity by the Secretary.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id59bc2c18-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Duties</heading><chapeau>The duties of the Institute shall be determined by the Secretary, and may include the following:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c19-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/1\"><num value=\"1\">(1)</num><content> Systems analysis, risk analysis, and simulation and modeling to determine the vulnerabilities of the Nation’s critical infrastructures and the effectiveness of the systems deployed to reduce those vulnerabilities.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c1a-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/2\"><num value=\"2\">(2)</num><content> Economic and policy analysis to assess the distributed costs and benefits of alternative approaches to enhancing security.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c1b-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/3\"><num value=\"3\">(3)</num><content> Evaluation of the effectiveness of measures deployed to enhance the security of institutions, facilities, and infrastructure that may be terrorist targets.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c1c-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/4\"><num value=\"4\">(4)</num><content> Identification of instances when common standards and protocols could improve the interoperability and effective utilization of tools developed for field operators and first responders.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c1d-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/5\"><num value=\"5\">(5)</num><content> Assistance for Federal agencies and departments in establishing testbeds to evaluate the effectiveness of technologies under development and to assess the appropriateness of such technologies for deployment.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c1e-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/6\"><num value=\"6\">(6)</num><content> Design of metrics and use of those metrics to evaluate the effectiveness of homeland security programs throughout the Federal Government, including all national laboratories.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c1f-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/7\"><num value=\"7\">(7)</num><content> Design of and support for the conduct of homeland security-related exercises and simulations.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id59bc2c20-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/c/8\"><num value=\"8\">(8)</num><content> Creation of strategic technology development plans to reduce vulnerabilities in the Nation’s critical infrastructure and key resources.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id59bc2c21-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Consultation on Institute activities</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">In carrying out the duties described in subsection (c), the Institute shall consult widely with representatives from private industry, institutions of higher education, nonprofit institutions, other Government agencies, and federally funded research and development centers.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id59bc2c22-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Use of centers</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Institute shall utilize the capabilities of the National Infrastructure Simulation and Analysis Center.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id59bc2c23-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Annual reports</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Institute shall transmit to the Secretary and Congress an annual report on the activities of the Institute under this section.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id59bc2c24-f67c-11e5-b96b-f3e1d2b9a904\" identifier=\"/us/usc/t6/s192/g\"><num value=\"g\" class=\"bold\">(g)</num><heading class=\"bold\"> Termination</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Homeland Security Institute shall terminate 5 years after its
