<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id1ab706e0-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319"><num value="319">§ 319.</num><heading> National Integration Center</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id1ab706e1-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">There is established in the Agency a National Integration Center.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id1ab706e2-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/b"><num value="b" class="bold">(b)</num><heading class="bold"> Responsibilities</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id1ab706e3-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Administrator, through the National Integration Center, and in consultation with other Federal departments and agencies and the National Advisory Council, shall ensure ongoing management and maintenance of the National Incident Management System, the National Response Plan, and any successor to such system or plan.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id1ab706e4-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Specific responsibilities</heading><chapeau>The National Integration Center shall periodically review, and revise as appropriate, the National Incident Management System and the National Response Plan, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id1ab706e5-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/b/2/A"><num value="A">(A)</num><content> establishing, in consultation with the Director of the Corporation for National and Community Service, a process to better use volunteers and donations;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id1ab706e6-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/b/2/B"><num value="B">(B)</num><content> improving the use of Federal, State, local, and tribal resources and ensuring the effective use of emergency response providers at emergency scenes; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id1ab706e7-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/b/2/C"><num value="C">(C)</num><content> revising the Catastrophic Incident Annex, finalizing and releasing the Catastrophic Incident Supplement to the National Response Plan, and ensuring that both effectively address response requirements in the event of a catastrophic incident.</content>
</subparagraph>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id1ab706e8-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c"><num value="c" class="bold">(c)</num><heading class="bold"> Incident management</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id1ab706e9-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id1ab706ea-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/1/A"><num value="A" class="bold">(A)</num><heading class="bold"> National Response Plan</heading><content><p style="-uslm-lc:I13" class="indent2">The Secretary, acting through the Administrator, shall ensure that the National Response Plan provides for a clear chain of command to lead and coordinate the Federal response to any natural disaster, act of terrorism, or other man-made disaster.</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id1ab706eb-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/1/B"><num value="B" class="bold">(B)</num><heading class="bold"> Administrator</heading><chapeau>The chain of the command specified in the National Response Plan shall—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id1ab706ec-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/1/B/i"><num value="i">(i)</num><content> provide for a role for the Administrator consistent with the role of the Administrator as the principal emergency management advisor to the President, the Homeland Security Council, and the Secretary under <ref href="/us/usc/t6/s313/c/4">section 313(c)(4) of this title</ref> and the responsibility of the Administrator under the Post-Katrina Emergency Management Reform Act of 2006, and the amendments made by that Act, relating to natural disasters, acts of terrorism, and other man-made disasters; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id1ab706ed-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/1/B/ii"><num value="ii">(ii)</num><content> provide for a role for the Federal Coordinating Officer consistent with the responsibilities under <ref href="/us/usc/t42/s5143/b">section 5143(b) of title 42</ref>.</content>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id1ab706ee-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Principal Federal Official; Joint Task Force</heading><chapeau>The Principal Federal Official (or the successor thereto) or Director of a Joint Task Force established under <ref href="/us/usc/t6/s348">section 348 of this title</ref> shall not—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id1ab706ef-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/2/A"><num value="A">(A)</num><content> direct or replace the incident command structure established at the incident; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id1ab706f0-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s319/c/2/B"><num value="B">(B)</num><content> have directive authority over the Senior Federal Law Enforcement Official, Federal Coordinating Officer, or other Federal and State officials.</content>
