<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id15cf4caf-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d"><num value="321d">§ 321d.</num><heading> National Operations Center</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2 bold" id="id15cf4cb0-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/a"><num value="a">(a)</num><heading> Definition</heading><content><p style="-uslm-lc:I11" class="indent0">In this section, the term “situational awareness” means information gathered from a variety of sources that, when communicated to emergency managers and decision makers, can form the basis for incident management decisionmaking.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2 bold" id="id15cf4cb1-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/b"><num value="b">(b)</num><heading> Establishment</heading><chapeau>The National Operations Center is the principal operations center for the Department and shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id15cf4cb2-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/b/1"><num value="1">(1)</num><content> provide situational awareness and a common operating picture for the entire Federal Government, and for State, local, and tribal governments as appropriate, in the event of a natural disaster, act of terrorism, or other man-made disaster; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id15cf4cb3-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/b/2"><num value="2">(2)</num><content> ensure that critical terrorism and disaster-related information reaches government decision-makers.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2 bold" id="id15cf4cb4-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/c"><num value="c">(c)</num><heading> State and local fire service representation</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2 bold" id="id15cf4cb5-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/c/1"><num value="1">(1)</num><heading> Establishment of position</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall, in consultation with the Administrator of the United States Fire Administration, establish a fire service position at the National Operations Center established under subsection (b) to ensure the effective sharing of information between the Federal Government and State and local fire services.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2 bold" id="id15cf4cb6-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/c/2"><num value="2">(2)</num><heading> Designation of position</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall designate, on a rotating basis, a State or local fire service official for the position described in paragraph (1).</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2 bold" id="id15cf4cb7-3bf5-11e3-bb07-92325430929f" identifier="/us/usc/t6/s321d/c/3"><num value="3">(3)</num><heading> Management</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall manage the position established pursuant to paragraph (1) in accordance with such rules, regulations, and practices as govern other similar rotating positions at the National Operations Center.</p>
