<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id1add2d02-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s596"><num value="596">§ 596.</num><heading> Contracting and grant making authorities</heading>
<chapeau style="-uslm-lc:I11" class="indent0">The Secretary, acting through the Assistant Secretary, in carrying out the responsibilities under <ref href="/us/usc/t6/s592">section 592 of this title</ref>, shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id1add2d03-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s596/1"><num value="1">(1)</num><content> operate extramural and intramural programs and distribute funds through grants, cooperative agreements, and other transactions and contracts;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id1add2d04-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s596/2"><num value="2">(2)</num><content> ensure that activities under <ref href="/us/usc/t6/s592">section 592 of this title</ref> include investigations of radiation detection equipment in configurations suitable for deployment at seaports, which may include underwater or water surface detection equipment and detection equipment that can be mounted on cranes and straddle cars used to move shipping containers; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id1add2d05-a3d3-11e9-be6e-e752deae1f00" identifier="/us/usc/t6/s596/3"><num value="3">(3)</num><content> have the authority to establish or contract with 1 or more federally funded research and development centers to provide independent analysis of homeland security issues and carry out other responsibilities under this subchapter.</content>
